Stadler, Public Works Director Copy: Mike Mornson, City Manager Date: August 7, 2012 Subject: Park Improvement Fundinq — Park Dedication Fees This topic was last discussed at a February 14, 2012 work session. Our current $800/unit rate of developer -paid park dedication fees is far below the metropolitan area city average of $3,933/unit and roughly one-half the 2nd lowest rate of $1,500/unit (Fridley and St. Louis Park). Staff is requesting that we raise our residential development rates to $1,500/unit and not change the current commercial development rate of 5% of fair market land value. The Park Board is continuing to consider funding options and has begun a detailed review of park condition and needs. Currently, the only possible residential development that could be impacted by the new rate would be the block 64 redevelopment site (5th_6th Ave/Ma instreet). Of course, park dedication fees can be negotiable depending on the specifics of the redevelopment. Our upcoming park capital projects include predominantly replacing play equipment at Park Valley, Cottageville and Hilltop Parks. The equipment at these parks was installed it 1990. The CIP also includes replacing the play equipment at Oakes Park, which was installed in 1995. Although 22 years old, the equipment is not unsafe or in poor condition, some of the plastic components show wear and there is some cracking that has begun. The Oakes Park play equipment is usable for a few more years but the thought was to expand the equipment area as this park is much more heavily used than it was 10 years ago. The Oakes Park play set is substantially smaller than other neighborhood parks, i.e. Hilltop Park or Park Valley. In any event, park play equipment will need to be replaced in the near future, with the exception of Burnes Park, Interlachen Park and Shady Oak Beach, - that's a total of 8 sets of play equipment. We won't meet the long term funding needs for the parks by raising the park dedication fees but it will help. Our fees are definitely low in comparison to almost every other metro city. The Park Board will continue to review park condition & needs while exploring other funding options to help keep our parks safe, enjoyable and meeting our residents' expectations. Stuff would like to seek approval for the park dedication fee increase at the August 21 City Council Meeting — this is done by Council Resolution. Atchs: 1.
