CR 2012091 Supplemental PH on 2012 Street and Utility Improvement Project City Project 2011-010August 21, 2012 Council Report 2012-091 City of Hopkins SUPPLEMENTAL PUBLIC HEARING ON 2012 STREET AND UTILITY IMPROVEMENT PROJECT CITY PROJECT 2011-010 Proposed Action Staff recommends approval of the following motion: Adopt Resolution 2012-057 a Resolution ratifying Resolution 2012-005 which ordered the 2012 street improvement project, Project No. 2011-010. Adoption of this motion will approve project costs in the amount of $3,072,000. The resolution previously approved did include the correct project costs; however the notice mailed to the affected property owners only included the assessment portion of the project costs. This resolution ratifies resolution 2012-005 after taking input at the supplemental hearing following a corrected public notice and mailing. Overview The notice mailed to the affected property owners on December 21, 2011 included only a portion of the project costs. The notice mailed included the assessment portion of project costs not the total cost of the project. Since the hearing held was the improvement hearing the published notice needs to inform the property owners of the total project cost not just the assessment portion. As the city is selling bonds to finance this project it is important that total project costs are properly identified in the mailed notice to the taxpayers, therefore a supplemental notice was mailed to the affected property owners correctly informing them of the total project cost. The supplemental hearing will give them an opportunity to provide comment on the project as a result of the corrected notice.
