CR 2012-099 Approve Revised Park Dedication FeesCITY OF C201. August 15, 2012 H o P K N S Council Report 2012-099 APPROVE REVISED PARK DEDICATION FEES Proposed Action Staff recommends adoption of the following motion: "Move to adopt Resolution 2012-062 raising the park dedication fees for residential developments from $800/unit to $1,500/unit. OVP_rvlP_w The park capital improvement fund will not keep pace with the upcoming costs of needed park system improvements. Our current $800/unit park dedication fee required of residential developers when platting or replatting property for improvements is the lowest per unit fee in the Twin Cities area. The closest per unit fee is $1,500/unit — Fridley and St. Louis Park. The developer -paid park dedication fees are not the only potential source of funds for park improvements. The Park Board is continuing to consider and explore other funding options and has also begun a detailed review of park condition and needs. Currently, the only possible residential development that could be impacted by the new rate would be the block 64 redevelopment site (5th -6th Ave/Mainstreet) and it is uncertain when this redevelopment may occur. Stadler, Public Works Director Financial Impact Budgeted: Source Related Documents (CIP, ERP, etc.): Notes: CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 2012-062 RESOLUTION APPROVING REVISED PARK DEDICATION FEES WHEREAS, the Hopkins City Code Section 500.75 provides for park dedication in every plat, replat or subdivision of land allowing development or redevelopment, and WHEREAS, Subd. 6 of City Code Section 500.75 gives the City the option to require a cash contribution in lieu of land dedication and Subd. 7 provides that the contribution amount be set by resolution of the City Council, and WHEREAS, the cost to meet the City's park system capital improvement needs increase each year, and WHEREAS, the current park dedication fee for residential development has not been revised since 2003, and; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota that the Park Dedication Fee — cash contribution for residential development or redevelopment be set at $1,500 per unit for projects of 3 or more residential units.
