LuAnn Tolliver Watershed Bio
LuAnn Tolliver was first appointed to the Nine Mile Creek Watershed District Board of Managers by the
Hennepin County Board of Commissioners in 1991. Her dedication and commitment to the Nine Mile Board
is shown through her years of energetic participation and her stellar attendance record — missing only one
meeting in 21 years. During this time, the watershed district broadened its initial focus of flood control to
including both water quantity and water quality aspects in all of the district's projects.
Over the last decade LuAnn served as the President of the Nine Mile Creek Watershed District Board of
Managers, where she oversaw the development of the District's current Watershed Management Plan, a major
revision of the District's Rules and Regulatory Program and the hiring of the District's first Administrator.
In 2004, LuAnn was appointed to the Minnesota Board of Water and Soil Resources (BWSR) by the
Governor as a statewide watershed district representative. On the BWSR Board, LuAnn served as the Chair
of the Wetland Committee, where she led updates to the State of Minnesota's Wetland Conservation Act.
LuAnn served on the Board of Water and Soil Resources for eight years.
During LuAnn's tenure on the Nine Mile Creek Watershed District Board of Managers, the District was
awarded the Department of Natural Resources Watershed District of the Year in 2009, the Minnesota
Association of Watershed District's Program of the Year in 2010 and again in 2011, and the Freshwater
Society Environmental Leadership Award in 2012.
LuAnn is most proud of the Nine Mile Creek Watershed District's encouragement of citizen participation and
the emphasis the District has placed on water resource education, along with the strong partnerships that have
been developed over the years with each city in the Watershed District. She believes it has been a privilege to
serve on the watershed board and is grateful to have been given the opportunity to live out her passion for
improving the environment
