Minutes of the CC Mtg on 1-8-2013A regular meeting of the Hopkins City Council was held on January 8, 2013, in the Council
Chambers of the Hopkins City Hall. Present were Mayor Maxwell, Council Members Cummings,
Gadd, Halverson and Youakim. Also, present were staff members Elverum, Genellie, Morrison,
Specken, Stadler and City Attorney Jeremy Steiner.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:07 p.m.
II. PRESENTATION
1. Civilian Awards
Chief Specken gave an overview of the heroic efforts of Eliecer Ramirez Vargas and Rebecca
Eckhoff for rescuing occupants of a Hopkins residential fire. Chief Specken and Mayor Maxwell
presented the Life Safety Awards and thanked them for their efforts.
III. CONSENT AGENDA

Mr. Stadler addressed Council regarding the Hennepin County Sentencing Service Contract. The
costs remained the same and it is a good partnership.
Council Member Youakim moved and Council Member Gadd seconded a motion to approve the
Consent Agenda. A poll of the vote was as follows: Council Member Cummings, aye; Council
Member Gadd, aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor
Maxwell, aye. The motion carried unanimously
IV. NEW BUSINESS
1. Accept Bids, Order Assessment Hearing 2013 Street and Utility Improvements (CR 2013-009)
Mr. Stadler addressed Council regarding the 2013 Street and Utility Improvement process. Mr.
Stadler gave an overview of the process and project schedule. The low bid for the preferred material
(concrete) was submitted by Ryan Contracting in the amount of $3,096,330.25. Mr. Stadler gave an
overview of the assessments, interest rate, upcoming public information meeting, and the
assessment hearing on February 5, 2013. Mr. Stadler discussed the small price difference between
the concrete and polypropylene bids and staff recommends installing concrete pipe due to its proven
performance in Hopkins.
There was much Council discussion regarding the alternate bids for concrete and polypropylene
storm sewer pipe, the January 30 public information meeting, resident notification, increase in the
number of bids from previous years and contractors for the water & sewer service line replacement.
Mr. Steiner advised the Council on the alternative bid process and adoption of three separate
motions.

Council Member Cummings moved and Council Member Halverson seconded a motion to adopt
Resolution 2012-001, accepting bid. A poll of the vote was as follows: Council Member Cummings,
aye; Council Member Gadd, aye; Council Member Halverson, aye; Council Member Youakim, aye;
Mayor Maxwell, aye. The motion carried unanimously.
Council Member Cummings moved and Council Member Gadd seconded a motion to adopt
Resolution 2012-002, Declaring Cost to be Assessed and Ordering Preparation of Proposed
Assessment. A poll of the vote was as follows: Council Member Cummings, aye; Council Member
Gadd, aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor Maxwell, aye.
The motion carried unanimously.
Council Member Cummings moved and Council Member Gadd seconded a motion to adopt
Resolution 2012-003, Resolution for Hearing on Proposed Assessments, 2013 Street and Utility
Improvements, City Project 2012-10. A poll of the vote was as follows: Council Member
Cummings, aye; Council Member Gadd, aye; Council Member Halverson, aye; Council Member
Youakim, aye; Mayor Maxwell, aye. The motion carried unanimously.
OTHER:
• Mayor Maxwell welcomed members of Boy Scout Troop 307 working on their Communications
Merit Badge.
• ARTery event at Hopkins Center for the Arts on Saturday, January 12, 2013, 10 am -2 pm
• State of City Event at Hopkins Center for the Arts on February 12, 2013, 5-7 pm
• Citizens Academy will be April 4 -May 2, 2013
• Empty Bowls on March 12, 2013
V. ADJOURNMENT
There being no further business, Council Member Gadd moved and Council Member Cummings
seconded a motion to adjourn the meeting. The meeting was adjourned at 7:25 p.m.
