ADOPT RESOLUTION 2013-014 AMENDING FEES IN
CHAPTER 10 OF THE HOPKINS CITY CODE
Proposed Action
Staff recommends adoption of the following motion: Move to Adopt Resolution 2013-014,
Amending Fees in Chapter 10 of the Hopkins City Code.
Approval of this motion will amend a number of fees in the Hopkins City Code Chapter 10.
Overview
The Hopkins City Code fee schedule for licenses and permits is reviewed annually to assess the
costs of administering the licenses and services and compares them to the fees that are collected
for the license/permit fees and services. City staff has reviewed the current fees and has
recommend changes to a number of fees in Chapter 10 of the City Code.
The Administration Department is requesting changes to the Animal, Entertainment and
Miscellaneous section of the fee schedule to reflect cost changes.
The Finance Department is recommending an increase to the refuse utility section to bring fees in
line with the actual cost of the service.
The Fire Department is also proposing increases to the fire section and has included information
regarding this recommendation.

Primary Issues to Consider
• Changing Fees by Resolution
The authority to license or charge a fee for a specific activity is found in the Hopkins City Code. The
actual fees are set by City Council Resolutions. These fees may be changed at any time by the City
Council. This process allows the changes to be implemented sooner than an ordinance change; it
eliminates the requirement of two readings, and saves the cost of publishing a legal ad.
• What are the details of the fee revision
The following information represents the staff's recommended amendments to the Hopkins City
Code fee schedule.
Administration is recommending an increase to the animal section. The actual costs have
increased and the license fees have not been raised since 2008. The finance impact for the dog
license fees vary from year to year depending on the number of dogs licenses issue in that period.
Staff is recommending treating the first billiard table and mechanical amusement device at the
same fee as the additional ones and not imposing an investigation fee. Staff is also proposing
eliminating the bowling alley fee.
The fees for the mailing of minutes or agendas no longer apply.

Re: Justification on Increase for false fire alarms
The Hopkins Fire Department is proposing a $100.00 increase in the fee for False Alarms. This
rate has not increased since 2006. The reason for the increase is to deter building owners from
not having the alarm systems checked and or in working conditions.
In the past this fee has help us enforce with building owners the importance of keeping their
systems in proper working order. In 2012 we billed four building owners for false alarms. That is
down from 10 in 2011 and 14 in 2010.
Each building owner receives two free false alarms per year. If there is a false alarm at any
building with and alarm system we work with the building owner to get the system looked at
with in one hour. If they cannot do that then we will call and alarm company for them. We then
follow up on all alarms the next day to make sure it has been completed. We do have some
building owners that refuse to have their systems checked but have their own maintenance people
look at it (they then take on the liability if it does not work properly).
With the increase to $350.00 this will also help us cover our cost for one engine and crew to
respond.

WHERESA, The Hopkins City Code allows fees to be set by resolution and;
WHERESA, City staff have reviewed the current fees and have recommend changes to
the inclusion of the following fees and;
