Subject: Massage Zoning
Massage uses have been a recent concern within the City. A license is required, and
under the zoning they have been placed under the clinic use allowed in the B-1, B-2, B-
3, and B-4 zoning districts. Currently in the zoning ordinance there is not a definition for
massage. In February the Zoning and Planning Commission reviewed possible zoning
definitions for massage and massage establishments that are the same as the licensing
definitions.
The discussion for this evening is the following:
• Does the City Council want to make massage uses a separate use and
zone them differently?
• If massage use is allowed as a separate use, in which zoning districts
should it be allowed?
This would not affect the massage therapist use that is an accessory use in another use
such as a chiropractor or home occupation. Also, in speaking with the City Attorney, the
City does not have to permit a message use within the City.
