Minutes of the Council Meeting on 6-18-13A regular meeting of the Hopkins City Council was held on June 18, 2013, in the Council
Chambers of the Hopkins City Hall. Present were Mayor Maxwell, Council Members
Cummings, Gadd, Halverson and Youakim. Also, present were staff members Elverum,
Genellie, Harkess, Mornson and Stadler.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:19 p.m.
II. PRESENTATION
Proclamation: Hopkins Rotary Celebrates 75 Years
Mayor Maxwell read the Proclamation recognizing the Hopkins Rotary for 75 years of service
and proclaiming Thursday, June 20, 2013 to be Hopkins Rotary Day in the City of
Hopkins. Representatives of the Hopkins Rotary addressed the Council regarding their past
and current Rotary projects in the city of Hopkins. A June 20th, Grand Opening event is planned
for the newly constructed pavilion in Burnes Park. Mayor Maxwell thanked the Rotarians for
their efforts in the Hopkins community.
A representative of the Hopkins Jaycees addressed the Council regarding the upcoming bands
performing at the Raspberry Festival Street Dance on July 19 and 20, 2013.
III. REPORT
1. TIF Report from Ehlers
Ms. Harkess and Ms. Stacie Kvilvang, Financial Advisor with Ehlers, addressed the Council and
gave an overview of the Tax Increment Financing districts (TIF). Ms. Kvilvang gave an
overview of the five TIF districts, provided an explanation of fund balances, tax increment
revenues, projected revenue, administrative expenses, future issues, legislative changes, TIF
comparison with other cities, tracking values of TIF districts and recommendations.

Council Member Cummings moved and Council Member Youakim seconded a motion to
approve the Consent Agenda. A poll of the vote was as follows: Council Member Cummings,
aye; Council Member Gadd, aye; Council Member Halverson, aye; Council Member Youakim,
aye; Mayor Maxwell, aye. The motion carried unanimously.
V. ANNOUNCEMENTS
1. Next Council Meeting is July 9, 2013.
2. League of Cities Conference on June 19 — 21, 2013.
3. Mr. Mornson was nominated for League of Cities Board of Directors.
4. SW LRT Station Location Public Open House was held on June 18 at the Hopkins Center for
the Arts.
5. Raspberry Renters Engagement at Marketplace and Main was held on June 18.
6. Music in Park begins Thursday, June 20 in Downtown Park.

VI. ADJOURNMENT
There being no further business, Council Member Youakim moved and Council Member
Halverson seconded a motion to adjourn the meeting. The meeting was adjourned at 7:54 p.m.
