Minnehaha Creek Watershed District
Blake Road Storm Water Management Project
Proposed Action
Staff recommends adoption of the following motion: Move that Council adopt
Resolution 2013-038, Resolution Supporting Minnehaha Creek Watershed District Blake
Road Storm Water Management Project.
Overview
Minnehaha Creek Watershed District is proposing to divert storm water to the Hopkins
Cold Storage site and provide detention and infiltration. The storm pipe diversions occur
on Lake Street from Oakes Park to the site and on Powell Road to the site. This is the

The attached diagram shows the plan with the proposed storm sewer and infiltration area.
The project will provide treatment for a significant amount of runoff that currently
discharges directly to the creek. There is no cost to the City.
Hopkins construction along Lake Street would occur in 2015 in coordination with the
sanitary sewer work being done by Met Council. The treatment basin would be
constructed with the redevelopment of the Cold Storage Site.

RESOLUTION SUPPORTING
MINNEHAHA CREEK WATERSHED DISTRICT
325 BLAKE ROAD STORMWATER MANAGEMENT PROJECT
WHEREAS, the Minnehaha Creek Watershed District (MCWD) is proposing
regional collection and treatment of storm water to protect and enhance Minnehaha
Creek, and
WHEREAS, the MCWD needs the consent of the City to move forward with the
project; and
WHEREAS, the project enhances the community and environment in Hopkins;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Hopkins, Minnesota:
• The Council supports the 325 Blake Road Storm Water Management Project as
detailed in the draft feasibility report.
Adopted by the City Council of the City of Hopkins this 9th day of July, 2013.
