AWARD CONTRACT FOR DOW TOWERS KITCHEN REMODEL PROJECT
Proposed Action
Staff recommends approval of the following motion: authorize execution of Resolution
493 and award the contract to Frerichs Construction Company for the Kitchen Remodel
Project at Dow Towers.
Overview
The Hopkins HRA has planned to start the remodel of unit kitchens at Dow Towers.
Funds for the project were allocated from the 2012 Capital Improvements Funds in the
amount of $62,869 from the Department of Housing and Urban Development and HRA
reserves. A second year option is available to us, and we would utilize Capital
Improvement Funds from 2013 and 2014 for phase two. The HRA has solicited sealed
bids for the kitchen remodel project. Six different contractors completed bids for the
project. Staff is recommending the contract be awarded to Frerichs Construction
Company. They were the low bidder for both the base bid for a standard unit and end
unit. e

Analysis
What is the scope of work?
The scope of work includes removal and replacement of cabinets, front entry closets,
countertops, sinks, faucets and flooring in the kitchen of units at Dow Towers.
Is the project within the proposed budget?
Yes. The design of the project bidding allows us to choose the number of units to
complete in 2013. The flexibility in the bidding process provides the option for the
pricing to be an HRA decision. We are proposing to complete 18 units for the project.
These two sources will provide the funds to complete the kitchen remodel in 18 units in
the building.

Is the bid from Frerichs Construction Company a responsible bid?
Yes. Frerichs has completed and submitted all the requested components with their bid.
Following the contract award, HRA staff will execute a contract and the additional forms.
Frerichs has completed similar work for both Minneapolis and St. Paul HRAs.
Alternatives
The HRA has the following alternatives to consider:
1. Approve the action as recommended by staff. This will allow the HRA to enter into a
contract with Frerichs Construction Company for $163,143.
2. Continue for additional information.

RESOLUTION FOR AWARD OF BID
DOW TOWERS KITCHEN REMODEL PROJECT
BE IT RESOLVED BY THE HOPKINS HRA OF HOPKINS, MINNESOTA,
that the bid from Frerichs Construction Company in the amount of $163,143 is
the lowest responsible bid for the Kitchen Remodel Project at Dow Towers, and
the HRA Executive Director is hereby authorized and directed to enter into a
contract with said bidder for and on behalf of the Hopkins HRA.
Adopted by the Housing and Redevelopment Authority of the City of Hopkins,
Minnesota, this 5th day of August 2013.
