Proposed Action
Staff recommends adoption of the following motion: Approve an On -Sale Wine and 3.2% Malt
liquor license for Streetz Grill Hopkins LLC dba Streetz American Grill located at 417 17th
Avenue North, Suite 100 for the license term through June 30, 2014, with the condition a
certificate of liquor liability insurance is submitted to the City Clerk's office.
Overview
The City received an application from Streetz Grill Hopkins LLC dba Streetz American Grill for
an on -sale wine and 3.2% malt liquor license which will include strong beer. The restaurant will
be located at 417 17th Avenue North, Suite 100. The sole owner of the establishment is Mr. Paul
Harmon. He is planning on opening the restaurant at the beginning of November, 2013. Mr.
Harmon recently opened a restaurant of the same name in the City of Bloomington.
The Hopkins Police Department has completed the background investigation and has found no
reason to deny the license.

Primary Issues to Consider
Zonin
The Streetz American Grill is located in the B-4 district. In checking with the zoning department, a
liquor license is allowed in this district.
Location and Service
Streetz American Grill is located in the northern unit of the newly renovated Mayon Plastics
building in the Crossroads Plaza development. At this time, the premise will consist of 77 seats
inside and 32 seats on the fenced in patio. The restaurant will feature classic American street
foods including Chicago and Coney dogs, Philly cheese steaks, burgers and fries.
Requirements
The following is taken from the Hopkins City Code chapter 1200.
1200.07 On -Sale wine licenses. Subd. 1. On -sale wine licenses shall be issued only to restaurants
meeting the qualifications of Minnesota Statutes Section 340A.404. Subdivision 5, and shall permit only
the sale of wine not exceeding 14 percent alcohol by volume, for consumption on the licensed premises
only, in conjunction with the sale of food.
Subd. 2. The holder of an on -sale wine license who is also licensed to sell 3.2 percent malt liquors at on -
sale and whose gross receipts are at least 60 percent attributable to the sale of food may sell intoxicating
malt liquors at on -sale without an additional license.
Process
If the Council approves the license, the State application will be sent to the Alcohol and
Gambling Enforcement Division. Because this is a new license, the Alcohol Enforcement
Department will inspect the establishment before the license is issued. An on -sale wine license is
issued by the State.
Financial Impact
The fee for this applicant includes $500 for the background investigation and $1,400 for the
annual license fee which will be prorated for this year.
