Housing Inventory-Community Involvement ProgPlanning & Economic Development MEMORANDUM TO: Honorable MayorHopkins City Council Members FROM: Kersten Elverum, Dir f Planning & Development DATE: October 2, 2013 SUBJECT: Housing Discussion — October 8, 2013 work session The City Council work session on October 8, 2013, will feature several housing -related discussions. We will start with an overview of Hopkins housing inventory, completed as the first step in preparing a County -wide housing strategy for the SW corridor. Cathy Bennett, Kerri Pearce -Ruch and Stacy Unowsky, members SW Community Works Housing Task Force, will lead the discussion. They will share the purpose of the housing strategy and the results of the inventory. Following this overview, several related topics will be presented. Community Involvement Programs (CIP), a service provider for individuals with developmental disability and/or serious persistent mental illness, will discuss their plans for remodeling a duplex they own at 1301-1303 Oxford Street. They are seeking Hennepin County funds for the rehabilitation work and would need the City of Hopkins support to access the dollars. Due to the redevelopment potential of the north side of Oxford Street, staff thought it important to have a conversation about the proposed improvements with CIP before the resolution came before the Council. Attached is some background information on CIP and the proposed project. Next, Stacy Unowsky will provide an update on Dow Towers. Please see the attached memo for background on this discussion. Finally, Meg Beekman will touch on a number of housing programs — both currently -offered and new opportunities. A memo from Meg is also included in your packet. Community Involvement Programs - Scattered Site Rehabilitation Community Involvement Programs (CIP) has been awarded funds from Hennepin County and the MN Housing Finance Agency to rehabilitate 5 properties in 4 western Hennepin cities: St. Louis Park, Golden Valley, Crystal, and Hopkins, which has 2 properties. City Council approval is needed to expend County funds in a City. WORK SCOPE: 1301-03 Oxford, Hopkins TOTAL INVESTMENT = $113,500 Rehab kitchens (2), bathrooms (2), Replace roof and siding on house, replace sidewalks, add bedroom and bathroom in basement one unit (Radon mitigation I Repair plaster kitchens Basement stair Replace furnaces Relocate laundry and elec for basement bedroom xeplace gutters on house and garage Replace exterior doors Replace concrete steps and railings Repair foundation parge coating Repair sewer line Replace driveway, correct Rradin2 WORKSCOPE: 1014 Westbrooke Way, #6 TOTAL INVESTMENT = $32,500 Rehab kitchen(1) Replace all closet and bath(1) doors Replace entry door and hardware Replace entry Asbestos abatement For CIP clients, living in safe, affordable, supported housing provides the stability that is often needed to maintain their mental health, re-engage with family and friends and reestablish their independence. Integrating these housing opportunities into the community avoids the stigma associated with segregated institutional quarters. It increases the opportunities for residents to interact with their neighbors and participate in community events. They frequently join local organizations such as Weight Watchers, senior activity centers, art centers, YMCA, and churches, to name a few. Also, they are often able to find jobs in the neighborhood. Community Involvement Programs is a non-profit organization that supports individuals with intellectual disabilities and people living with mental illness. Our roots are in the city of Minneapolis, but we provide services throughout the Twin Cities metropolitan area, as well as in Pine County. Our mission is "as listeners, learners, and leaders, we will stand with and support people with disabilities in their communities as they pursue their personal dreams and goals. " How long has Community Involvement Programs been in existence? Originally an outreach of Westminster Presbyterian Church in Minneapolis, Community Involvement Programs was incorporated in 1971. Early programs included a Day Activity Center for adults with developmental disabilities and an Apartment Training Program that helped people who were leaving institutional settings to live successfully in community settings. How are you funded? We are funded primarily by county, state and federal tax dollars. How many people do you serve? Currently, we provide services to approximately 1800 individuals. Many of these people receive more than one type of service from us.
