Resolutions Approving Hennepin County Funding for Community Involvement
Project's Housing Rehabilitation Projects
Proposed Action
Staff recommends approval of the following motions: Move to adopt Resolution 2013-
069 approving the use of Hennepin County Housing and Redevelopment Authority's
Affordable Housing Incentive Fund Loan for Community Involvement Program's housing
rehabilitation project,
And,
Move to adopt Resolution 2013-070 approving the use of the Hennepin County
Environmental Response Fund for the Community Involvement Program's housing
rehabilitation project.
Overview
Community Involvement Programs (CIP) is a non-profit service provider for individuals
with developmental disabilities and/or serious, persistent mental illness. They currently
own two properties in the City of Hopkins that they provide to their clients: 1301-03
Oxford Street and 1014 Westbrooke Way. Both properties have been owned by CIP for
more than a decade.
At this time CIP is working on rehabbing their existing properties. As part of that plan the
property at 1301-03 Oxford Street requires an investment of approximately $113,500.
This includes asbestos abatement, the addition of a bedroom and bathroom in the lower
level of the property, and major renovations throughout both units. Approximately
$32,500 worth of investment is planned for 1014 Westbrooke Way, which also includes
asbestos abatement kitchen and bathroom remodels and other improvements to the
home.
To assist with the cost of the renovations, CIP is requesting funds from Hennepin
County, both from the County's Affordable Housing Incentive Fund and the
Environmental Response Fund. As part of the application, submittals for both funding
sources resolutions of support from the City are required.

RESOLUTION NO. 2013-069
CITY OF HOPKINS, MINNESOTA
RESOLUTION APPROVING THE USE OF HENNEPIN COUNTY HOUSING
AND REDEVELOPMENT AUTHORITY'S AFFORDABLE HOUSING
INCENTIVE FUND LOAN FOR COMMUNITY INVOLVEMENT PROGRAM'S
HOUSING REHABILITATION PROJECT
WHEREAS the Hennepin County Housing and Redevelopment Authority (HCHRA) in
Resolution No. 12-HCHRA-0015 has approved the use of a $85,000 Affordable Housing
Incentive Fund (AHIF) loan for the Community Involvement Program's (CIP) housing
rehabilitation project in Hopkins, contingent upon the City of Hopkins' consent to the
HCHRA's participation in the project; and
WHEREAS, CIP's housing redevelopment project will preserve the supply of affordable
housing in the City of Hopkins by preserving the properties located at 1301-03 Oxford
Street and 1014 Westbrooke Way in the City of Hopkins; and
WHEREAS, the loan from the HCHRA will complete the financing required for the
project to go forward.
NOW, THEREFORE, BE IT RESOLVED that, after appropriate examination and due
consideration, the governing body of the City finds that the participation of the Hennepin
County Housing and Redevelopment Authority in the project is hereby approved.

RESOLUTION NO. 2013-070
CITY OF HOPKINS, MINNESOTA
RESOLUTION APPROVING THE USE OF HENNEPIN COUNTY
ENVIRONMENTAL RESPONSE FUND FOR THE COMMUNITY
INVOLVEMENT PROGRAM'S HOUSING REHABILITATION PROJECT
WHEREAS Community Involvement Programs (CIP) is applying for an Environmental
Response Fund grant for environmental abatement at their properties at 1301-1303
Oxford Street and 1014 Westbrooke Way in the City of Hopkins.
WHEREAS CIP has requested the City's support in their application for
Hennepin County Environmental Response Fund grant dollars.
NOW, THEREFORE, BE IT RESOLVED that, after appropriate examination and due
consideration, the City of Hopkins approves the use of Hennepin County Environmental
Response Fund grant dollars towards the housing rehabilitations at 1301-1303 Oxford
Street and 1014 Westbrooke Way in the City of Hopkins, for which an application is
being submitted to the Hennepin County Department of Environmental Services by
Community Involvement Programs.
