Contract Agreement
Proposed Action
Staff recommends adoption of the following motion: Move to approve a contract
through 2014 between the City of Hopkins and Center for Energy and the Environment
regarding the Home Energy Squad Enhanced Program.
Overview
The Center for Energy and the Environment (CEE) is a nonprofit that provides a range
of programs and resources for homeowners, businesses, and governments designed to
reduce energy consumption. Their programs include energy audits, consulting,
recommendations on qualified contractors, and access to financing for energy
improvements. They offer access to other state-wide loan programs such as the Fix -up
Loan Program and the Energy Conservation Loans that GMHC also offers. In addition,
they offer loan programs and engineering services for rental properties and businesses
interested in lowering their energy costs.
CEE has approached the City of Hopkins to request a partnership in their Home Energy
Squad Enhanced Program. Currently the cities of Minneapolis, Bloomington, New Hope,
Richfield, St. Louis Park, and Edina participate in the program. Residents of partnering
cities have access to a 2 -hour visit that includes an energy audit, a review of your utility
bills, immediate installation of a range of energy savings devices, and a report of your
home's energy use with recommendations on how to further improve energy
performance. The report includes an energy score for your home, specific improvement
recommendations, a list of qualified contractors, estimated costs of improvements, and
an educational component about the cost savings of completing the improvements. In
addition, residents in partnering cities have access to financing through CEE at special
financing rates from 0%-2.99% to complete any improvements to the home.
The program is partially funded by Centerpoint Energy and Xcel, so the cost of each
visit is reduced to $120. Participating residents pay $50 per visit, and the partnering city
pays $70 per visit. CEE bills their partnering cities monthly based on the number of
visits completed.
The City Council directed Staff to move forward with a partnership with CEE at their
October 8, 2013, meeting. An agreement for CEE to deliver Home Energy Squad
Enhanced visits to residents of the City of Hopkins is attached. The contract runs
through the end of 2014, and caps the cost of the program at $3,500, or 50 Hopkins
households. Staff believes that the program in 2014 can be funded in its entirety
through the Home Fire Safety Grant the City received through FEMA; this is being
confirmed by Fire Chief Dale Specken. In the event that the FEMA grant is not available

the small cost of the program can be absorbed within the existing Community
Development General Fund.

This Agreement is made by and between the City of Hopkins, with offices at 1010 1" Street S, Hopkins, MN
55343("CLIENT"), and CENTER FOR ENERGY AND ENVIRONMENT, with offices at 212 3"' :Avenue North
Suite 560, Minneapolis, Minnesota 55401 ("CEE").
The following agreement is for the Center for Energy and Environment (CEE) to deliver Home Energy Squad
Enhanced visits to residents of the City of Hopkins.
PROGRAM SCOPE
The purpose of the Home Energy Squad Enhanced Visit Grant Program is to promote energy conservation in
residential properties by providing a copay for part of the cost of CEE's Home Energy Squad Enhanced visit. CEE
will perform the Home Energy Squad Enhanced visit for a fee of $120. CEE will collect $50 from the homeowner
and will invoice the City of Hopkins for $70 per completed visit.
ELIGIBLE PROPERTIES
Properties must be residential (from 1-4 units), owner occupied, homesteaded and located within the geographical
boundaries of the city of Hopkins. Individual owners of condominiums or town homes are eligible for funding.
(Condo or townhome associations are not eligible)
CEE TASKS
Conduct Home Energy Squad Enhanced Visits. CEE will conduct Home Energy Squad Enhanced visits to
help homeowners identify and implement energy savings opportunities in their homes. The visit will
include the direct install of energy-saving materials where possible, including high -efficiency showerheads,
faucet aerators, door weather-stripping, programmable thermostats and compact florescent light bulbs. In
addition it will include a blower door test to check for air leaks, visual inspection of insulation levels,
heating system and hot water heater combustion safety test and a report to the homeowner on
recommended energy upgrades. The report will include estimated costs of recommended insulation and air
sealing upgrades, as well as a list of qualified contractors who can perform improvements. Residents who
participate in the program will also be eligible to apply for financing available through CEE. The CLIENT
and the resident co -pays for this visit are listed in the table below:
The co -pay and exact package of services are subject to change based on programmatic considerations,
including CEE's agreement with utilities and other factors which are outside the bounds of this agreement.
CEE will notify the CLIENT prior to any changes taking effect.
2. Follow-up services. CEE will follow-up with home visit customers that were recommended major
upgrades (air sealing, insulation and furnace replacement) through email or by phone, and provide contact
information for incoming calls from participants who have follow-up questions after the home visit.
PAYMENT
CEE shall submit regular invoices to CLIENT for activity performed under this agreement. Invoices will be emailed

CLIENT will reimburse CEE $70 per visit completed, not to exceed $3,500 without further authorization 6-0111 the
CLIENT.
TERM
The project shall run from January 1, 2014 through December 31, 2014 and may be extended upon mutual
agreement by the parties.
