Stadler, Public Works Director - v 3 Copy: Mike Mornson, City Manager Date: January 9, 2014 Subject: Shadv Oak Road Landscar)inq Plans As planned since the September 2006 approval of the first Shady Oak Road preliminary layout, the remnant areas adjacent to the West Park Road and 21 st Ave N neighborhoods were to be landscaped buffer areas. The goals are to buffer the residential areas from the negative impact of the new County roadway, i.e. predominantly noise and the visibility of vehicle traffic; create an attractive, natural area to enhance the neighborhood and also to minimize maintenance needs. This is being accomplished with a combination of tree planting and screen fencing. A public informational meeting was held on December 19 - six residents representing four properties attended. At the meeting I presented an update on the County road reconstruction project, showed examples of buffer work done on previous County road projects, and Fred Rozumalski, Barr Engineering presented our proposed landscaped buffer design for this project. Those attending appeared to understand the proposed design and supported it. However, I did get a follow-up email from Jack Stech, 226 West Park Road wherein he expresses concern that the proposed landscape plan will not adequately buffer the roadway - see attached email. At the work session staff will present and discuss the proposed landscaping plan with City Council. The landscape plan is currently scheduled for approval at the Jan 21 Council Meeting. Although, the County road project approvals will be delayed until probably the 2nd meeting in February - the County needs more time to complete the construction cooperative agreement. However, after a few days of looking out my back windows I don't feel any better. The fact that Shady Oak Road is so far above West Park Road is the heart of the problem. I just don't feel that the existing landscape plan will adequately compensate for the loss of the buffer and screening provided by the 8 homes that will be removed.
