Proposed Action
Staff recommends adoption of the following motion: Approve an On -Sale Wine and 3.2% Malt
Liquor, including sale of strong beer, license for Pie Wild, Inc. dba as PizzaRev located at 525
Blake Road, Suite 110 for the license term through June 30, 2014.
Overview
The City received an application from Pie Wild, Inc. doing business as PizzaRev for an on -sale
wine and 3.2% malt liquor license including the sale of strong beer. The restaurant will be
located at 525 Blake Road, Suite 110. Pie Wild, Inc. is a subsidiary of Buffalo Wild Wings, Inc.
The restaurant plans to open this spring. PizzaRev restaurants are currently located in the state of
California. This would be the first restaurant opened outside of California.
The Hopkins Police Department has completed the background investigation and has found no
reason to deny the license.

Primary Issues to Consider
Zoning
PizzaRev is located in the B-4 district where a liquor license is allowed.
Location and Service
PizzaRev will be located at the former site of the BP gas station in the newly built Knollwood
Crossing development. The restaurant will consist of approximately 81 seats and will have access
to an outdoor patio. Alcohol will not be served on the patio.
The restaurant will allow customers to customize their own artisan pizza using fresh ingredients
and homemade pizza dough.
Requirements
The following is taken from the Hopkins City Code chapter 1200.
1200.07 On -Sale wine licenses. Subd. 1. On -sale wine licenses shall be issued only to restaurants
meeting the qualifications of Minnesota Statutes Section 340A.404. Subdivision 5, and shall
permit only the sale of wine not exceeding 14 percent alcohol by volume, for consumption on the
licensed premises only, in conjunction with the sale of food.
Subd. 2. The holder of an on -sale wine license who is also licensed to sell 3.2 percent malt
liquors at on -sale and whose gross receipts are at least 60 percent attributable to the sale of food
may sell intoxicating malt liquors at on -sale without an additional license.
Process
If the Council approves the license, the State application will be sent to the Alcohol and
Gambling Enforcement Division. Because this is a new license, the Alcohol Enforcement
Department will inspect the establishment before the license is issued. An on -sale wine license is
issued by the State.
Financial Impact
The fee for this applicant includes $500 for the background investigation and $1,400 for the
annual license fee which will be prorated for this year.
