Approve Shady Oak Road Buffer Area Landscape Designs
Proposed Action.
Staff recommends adoption of the following motion: Move that Council approve
the preliminary landscaping desian for the buffer areas along Shady Oak Road.
Overview.
The upcoming 2014-2015 Shady Oak Road reconstruction project will also
include, under separate contract, the landscaping of two areas designated to
buffer and screen adjacent residential neighborhoods from the negative
influences of the County roadway. The screening and buffering will be done with
a combination of screen fence and extensive coniferous, and some deciduous,
tree planting. There have been public meetings held with residents from both
neighborhood areas. The only area of concern has been whether or not there
will be adequate screening during the first few years as the trees are growing and
filling-in. Otherwise, I believe that the residents understand that we are doing all
that we can given the areas available for planting & fencing. The only work that
is incorporated into the County roadway construction contract is the screen fence
work. As mentioned, the planting would be done under a separate City contract
with a landscaping company. The final landscape design work would be done
this spring and bid this summer. The estimated cost of the screening and
planting in these two areas is $100,000. The estimated City cost after Hennepin
County participation is $70,000.

o Investigate what is a reasonable & feasible tree size for planting
o Review the construction schedule/phasing and put in landscaping
possibly in phases to allow for some landscape work in 2014
o Look at adding plantings along back property lines of West Park
Road properties
o Add some tree plantings on the east side of the fence at the north
end of the West Park Road buffer area
