Proposed Action
Staff recommends adoption of the following motion: Move that Council adopt
Resolution 2014-006, Resolution Ordering Public Improvement Hearing Hobby Acres
Street & Utility Improvements, Project 2013-14.
This action continues the process of improving selected streets in 2014, replacing certain
water and sewer services and assessing abutting properties per City assessment policy.
Overview
Previously at this meeting the Council ordered the completion of a feasibility report for
street and utility improvements for the Hobby Acres neighborhood.
The feasibility report has been prepared and will be presented to Council
The budget for the project is $938,085.

In accordance with the City's request, the following Preliminary Engineering Report has been
prepared for the 2014 Hobby Acres Improvements. Roadway improvements are not proposed to
be assessed due to deficiencies in the original installation of the asphalt. As such, this report has
been prepared with particular focus on the proposed water service improvements.
During the process of studying the existing conditions within the project areas, meetings were
held and input was received from area residents. Public Works personnel and the City's
Engineering staff. We would like to acknowledge the cooperation and information received and
thank all parties for their support in helping us better understand the problems and concerns
within the project area.
We will be in attendance at the February 3, 2014 City Council meeting for the purpose of
presenting this report and responding to any questions or comments that you may have.

PRELIMINARY ENGINEERING REPORT
1. PROJECT INTRODUCTION
This report examines the proposed watermain improvements along Farmdale Road, from
Wayside Road to Campbell Drive, and along Althea Lane, from Wayside Road to Farmdale
Road. This work is proposed to be completed as part of the 2014 Hobby Acres Pavement
Improvement Project.
2. BACKGROUND
Preliminary plans for a pavement rehabilitation project within the Hobby Acres Neighborhood in
the City of Hopkins were initiated in November, 2013. Following discussions with City Staff and
neighborhood residents, regarding the current performance of watermain along three blocks of the
project area it was decided to add three -blocks of watermain replacement along with water
service replacement to the project scope. The pavement rehabilitation costs of the project are not
proposed to be assessed to area residents due to material issues that are unfortunately common in
Minnesota pavements at the time of its installation. Consistent with past practice in Hopkins,
water services are proposed to be funded in part by special assessments and are eligible given
their ownership by each individual property. This report and the public engagement processes
utilized to produce it will be used as the basis for final design. This report is also a required step
in the State of Minnesota Chapter 429 process for special assessments.
3. EXISTING CONDITIONS
The existing watermain along Farmdale Road, from Wayside Road to Campbell Drive, is 6" cast
iron pipe and has a history of costly watermain breaks. The existing watermain on Althea Lane,
from Wayside Road to Farmdale Road, is a 4" cast iron pipe. Service lines in the area are
typically 3/4 -inch or 1 -inch and their material may be copper, galvanized steel, or lead. The City
has received a complaint of low flow conditions on Althea Lane, which is likely due to the
undersized main, undersized service lines, or a combination thereof.
4. PROPOSED IMPROVEMENTS
Due to maintenance issues it is proposed to replace the watermain along Farmdale Road from
Wayside Road to Campbell Drive and along Althea Lane from Wayside Road to Farmdale Road.
Both watermains are proposed to be replaced with City standard, 8 -inch diameter, ductile iron
pipe as a part of the pavement rehabilitation project. The City's standard practice is to use 8 -inch
pipe as a minimum because the cost differential is low, but the capacity for supplying water,
especially fire flows, is much greater.
Per City policy all water service lines are proposed to be replaced to the right-of-way with 1 -inch
copper unless the existing service material is copper and less than 10 -years old. A new curb stop
and box will be provided on each service which will allow a suitable connection point outside of
the roadway should property owners wish to replace additional water service pipe between the
right-of-way and their home. Nine properties will have their water service replaced as a part of
the project.

Street improvements. including pavement reclamation and repaving, spot curb repairs, and local
drainage improvements are also proposed in conjunction with the water system improvements.
These costs are not proposed to be assessed and therefore not addressed in great detail in this
report. Public input on these improvements has been taken through neighborhood questionnaires.

S. NEIGHBORHOOD MEETINGS & PUBLIC ENGAGEMENT
An initial neighborhood meeting/open house was held on December 18, 2013 with residents and
property owners that are affected by the proposed improvements. Owners of all Hobby Acres
parcels were invited. Two persons were in attendance, representing two parcels. The City
Engineer and Bolton & Menk, Inc. representatives presented the scope of the project with a
discussion of existing and proposed street and utility conditions as well as the project schedule.
With the small group in attendance. conversations related to the need for storm sewer
improvements and condition of the sheet pavement at various locations occurred.
Along with the invitation for the December 18. 2013 neighborhood meeting. residents were also
provided a questionnaire. One response indicated an issue with a water service along Althea
Lane. Based on the resident's description of the issue when engaged further, the issue appears to
suggest a need for increased water service pipe size and could potentially relate to the size of the
main along Althea as well.
Based on resident input coupled with City Staff review of the project's scope, it was determined
that water mains and services along Farmdale Road and Althea Lane should be replaced with the
project. In January residents affected by the proposed assessments were engaged once again and
invited to a second neighborhood meeting on January 28, 2014. This meeting specifically targeted
those to be assessed.
At the January 28, 2014 meeting, representatives from two of the nine properties to be assessed
were present. A review of the project as a whole was provided and the need for watermain
replacement, as well as water service replacement, was reviewed. The preliminary assessment roll
and map of proposed properties to be assessed in Appendix B was shared with the residents as
well as an explanation of how assessments were calculated (see section 7. Project Funding). A
fair amount of discussion on a range of topics occurred. The conversations primarily focused on
the need for improvements in the area. In general. property owners at the January 28, 2014
seemed understanding of the need for improvements and went further to suggest a need for
additional improvements at specific locations.
6. ESTIMATED COSTS
Estimated construction costs for the watermain improvements include a 5 percent contingency
factor. Final costs and assessments will be determined using construction costs of the proposed
work based on bids by the lowest responsible bidder for the project as a whole. The estimated
construction cost of the watermain improvements k $150.045. Of this amount, only the cost

water services are to be assessed. The estimated cost of the each water service replacement is
between $1,050 and $1,950, varying based on the estimated length of service pipe.
This cost estimate is based upon public construction cost information. Since the consultant has no
control over the cost of labor, materials, competitive bidding process, weather conditions and
other factors affecting the cost of construction, all cost estimates are opinions for general
information of the client and no warranty or guarantee as to the accuracy of construction cost
estimates is made. It is recommended that costs for project financing should be based upon actual,
competitive bid prices with reasonable contingencies.
7. PROJECT FUNDING
The watermain improvements will be paid for 100% by the City with its utility fund. Water
services that have not been replaced within the last 10 -years will be replaced to the City right-of-
way. The cost of service line repairs are typically the responsibility of property owners. The City
has split the cost of the service replacement 50/50 with the property owner on past projects. City
staff recommends the 50/50 split be implemented again on this project for consistency with past
and future projects.
As noted above, the total estimated cost of each water service replacement is between $1,050 and
$1,950. Based on the proposed 50/50 split, between $525 and $975 will be assessed to each
respective property owner.

From an engineering standpoint, this project is feasible. cost effective, and necessary and can best
be accomplished by letting competitive bids for the work. It is reccnnmended that the work be
done under one contract in order to complete the work in an orderly and efficient manner. The
