CR 2014-013 Order FEasibility Report, Hobby Acres Street & Utility Improvements, City Project 2013-14January 29, 2014 H O P K I N S Council Report 2014-013 Order Feasibility Report Hobby Acres Street & Utility Improvements — City Project 2013-14 Proposed Action. Staff recommends adoption of the following motion: Move that Council adopt Resolution 2014- 005 Resolution ordering the preparation of a feasibility report for Hobby Acres neighborhood street & utility improvements. Overview. Staff is preparing for a 2014 pavement rehabilitation project for the Hobby Acres neighborhood streets. The pavement work is needed as a commonly -used asphalt mix design from the late 80's, used to reconstruct Hobby Acres streets in 1989, is now exhibiting premature and wide- spread pavement raveling and other distresses. This pavement failure is occurring across the metropolitan area in streets constructed during the same time period. Staff has investigated the underlying utilities and storm water drainage and is planning for some water main replacement, hydrant and valve work, sanitary sewer pipe lining and limited storm sewer system improvements. The water main replacement necessitates water service replacements for nine homes. This work will be assessed against those properties. Thus, the city must follow the State of Minnesota Chapter 429 process for assessments. This is the first step in that process, i.e. ordering the feasibility report. The statute doesn't require separate meetings for the ordering and approval of the report nor for the ordering and approval of final plans. Therefore, for these relatively minor assessments, staff has combined these Council actions. There have been two public meetings on this project, including a meeting on January 28 for those nine property owners to be assessed for the new water services. The meetings have been sparsely attended - only two property owners attended the Jan 28 meeting. A separate mailing, besides the public hearing notice, will be sent to all Hobby Acres property owners informing them of the upcoming Feb 18 public hearing. Supporting information. CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 2014-005 RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR HOBBY ACRES STREET AND UTILITY IMPROVEMENTS CITY PROJECT 2013-14 WHEREAS, certain Hobby Acres neighborhood streets are in need of rehabilitation; and WHEREAS, City staff is requesting that certain water and sewer services be replaced in conjunction with street rehabilitation and water main replacement; and WHEREAS, these water and sewer services will be replaced under the City's assessment policy even though no petition for the replacements have been submitted; and WHEREAS, the first step in the assessment procedure is the ordering of a feasibility report. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota, that the proposed improvements be referred to the firm Bolton & Menk, Inc. for study and that they be instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed water and sewer service replacements are necessary, cost-effective, and feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended.
