RESOLUTION OF SUPPORT FOR DEED FUNDING — OXFORD GREEN
Proposed Action
Staff recommends adoption of the following motion: Move to approve Resolution 2014-
008 in support of Minnesota Department of Employment and Economic Development
(DEED) funding application for Oxford Green.
With this motion the resolution will be included in the application for funding.
Overview
On January 21, 2014, the City Council approved Resolution 2014-003 in support of
Minnesota Department of Employment and Economic Development (DEED) funding
application for Oxford Green. The resolution was submitted as part of PPL's application
for a redevelopment grant from DEED for the Oxford Green project. Since the
application was submitted, DEED has requested that the resolution be reformatted to fit
their resolution template.
In order to move forward with the DEED grant application, a second resolution is
required that conforms to DEED's resolution template (attached). In order for the
developer to apply to DEED for grant funding, the City of Hopkins must approve this
second resolution of support and agree to be the applicant.
Primary Issues to Consider
The City of Hopkins' support for DEED funding for the Oxford Green development will
help the project's financial viability, but does not give the developer the land use
approvals they will need to secure for the project to be built. PPL will be required to sign
a sub -recipient agreement taking on all liability associated with the grant agreement,
should their grant application be approved.

RESOLUTION NO. 2014-008
RESOLUTION IN SUPPORT OF MINNESOTA DEPARTMENT OF EMPLOYMENT
AND ECONOMIC DEVELOPMENT (DEED) FUNDING APPLICATION FOR
OXFORD GREEN
WHEREAS, the City of Hopkins (the City) is a local unit of government in the State of
Minnesota and is eligible for a Redevelopment Grant for housing development activities from
the Minnesota Department of Employment and Economic Development (DEED); and
WHEREAS, the City has identified a proposed housing development project within the
City that meets the stated purpose and criteria of DEED Redevelopment Grant Funds; and
WHEREAS, the proposed housing development project has been proposed by Project for
Pride in Living, Inc., a Minnesota Nonprofit Corporation (the Developer), is located at the
southeast corner of the intersection of Blake Road and Oxford Street, and will entail the new
construction of approximately fifty apartment units (the Project); and
WHEREAS, the City and Developer wish to apply to DEED for a Redevelopment Grant
(the Funding Award) to fund applicable Project costs, including but not limited to, water and
sewer connections and public sidewalks; and
WHEREAS, applications for Funding Awards from DEED must be made by local units
of government; and
WHEREAS, only a limited amount of award funds are available through DEED during
each funding cycle and DEED has determined it appropriate to allocate those scarce funds only
to eligible projects that would not occur without the availability of the Funding Award.
NOW THEREFORE BE IT RESOLVED, that the City of Hopkins acts as the legal
sponsor for the Project contained in the Redevelopment Grant Program to be submitted on
February 3`d, 2014 and that the City Manager is hereby authorized to apply to the Department of
Employment and Economic Development for funding of this project on behalf of the City.
BE IT FURTHER RESOLVED that the City has the legal authority to apply for
financial assistance, and the institutional, managerial, and financial capability to ensure adequate
project administration.
BE IT FURTHER RESOLVED that the sources and amounts of the local match
identified in the application are committed to the project identified.
BE IT FURTHER RESOLVED that the City has not violated any Federal, State or
local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other
unlawful or corrupt practice.

BE IT FURTHER RESOLVED that upon approval of its application by the state, the
City may enter into an agreement with the State of Minnesota for the above referenced project(s),
and that the City certifies that it will comply with all applicable laws and regulation as stated in
all contract agreements.
NOW, THEREFORE BE IT FINALLY RESOLVED that the Mayor and the Clerk,
are hereby authorized to execute such agreements as are necessary to implement the project on
behalf of the applicant.
