Proposed Action
Staff recommends the following motion: "Move that Council adopt Resolution 2014-012,
Resolution Approving Construction Documents and Authorizing Advertisement for Bids; Hobby
Acres Neighborhood Street & Utility Improvements, City Project 2014-13."
This action continues an assessable project for watermain and water service improvements.
Overview
The Hopkins City Council has conducted a public hearing concerning street and utility
improvements in the Hobby Acres neighborhood. Council authorized the project to proceed
allowing the preparation of plans and specifications.
The plans and specifications are substantially complete and staff now seeks final design approval
and authorization to continue to the bidding phase of the project.

This project includes the following improvements:
• Street and utility improvements — Hobby Acres neighborhood
• Reconstruction of the Zion Lutheran Church parking lot — which the City uses as a
parking lot for Burnes Park users
• 13th Avenue North storm drainage improvements
• Local trail improvements — Elmo Service Road to Hopkins Crossroads
• Citywide alley and sidewalk repairs
Staff and the City's consulting engineer will present the final plans providing detailed scope
on the above improvements.

The total project cost of this project based on the engineer's estimate is approximately
$1,612,431. This includes overhead (engineering/administration) costs at 25% and a 5%
contingency.
The project will be funded through a number of sources including: utility funds, special
assessments, PIR, sidewalk repair funds and a contribution from Zion Lutheran Church.

RESOLUTION NO. 2014-012
RESOLUTION APPROVING CONSTRUCTION DOCUMENTS AND AUTHORIZING
ADVERTISEMENT FOR BIDS HOBBY ACRES STREET AND UTILITY
IMPROVEMENTS
CITY PROJECT NO. 2013-14
WHEREAS, pursuant to a resolution of the City Council adopted the 18th day of
February, 2014, construction documents were developed for street and utility improvements
within the Hobby Acres neighborhood along with various improvements in other areas, including
street and utility improvements, trail reconstruction, storm drainage improvements, parking lot
reconstruction and various sidewalk and alley repairs, and
WHEREAS, plans and specifications for City Project No. 2013-14 have been prepared
by Bolton & Menk, Inc, and have been presented to Council for approval, and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins,
Minnesota:
1. Such construction documents, a copy of which are attached hereto and made a part
hereof; are hereby approved and ordered placed on file in the office of the City Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in
Finance and Commerce an advertisement for bids upon the making of such
improvement under such approved plans and specifications. The advertisement shall
be published three times, at least three weeks before date set for bid opening, shall
specify the work to be done, shall state that bids will be received by the clerk until
10:00 a.m., on the 12th day of March, 2014, at the City Hall and that no bids shall be
considered unless sealed and filed with the clerk and accompanied by a certified
check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of
such bid.
The clerk and city engineer are hereby authorized and instructed to receive, open,
and read aloud bids received at the time and place herein noted, and to tabulate the
bids received. The Council will consider the bids and award of contract at the regular
City Council meeting of April 1, 2014 in the Council Chambers.
