Hennepin County's Transit Oriented Development Program Grant Application
Authorization — Artery Corridor
Proposed Action
Staff recommends adoption of the following motion: Move to approve Resolution 2014-
013 Authorizing Application for a Grant from Hennepin County's Transit Oriented
Development Program for the Artery Corridor.
Overview
The Hennepin County Housing and Redevelopment Authority (HCHRA) is making
approximately $2 million available to support public and private multi -jurisdictional
transit -oriented development (TOD) projects located along Hennepin County transit
corridors where transit service is frequent and high capacity. TOD Program funds are
intended to supplement existing private and public resources in support of transit -
oriented development.
Eligible uses of funds must demonstrate a public purpose, and may include:
1. Installation of public infrastructure improvements, including pedestrian and
bicycle facilities that improve pedestrian, bicyclist, and transit rider safety and
ease of use,-

se;2. Clearing acquired property and installation of streets, utilities, and site
improvements for uses in accordance with the redevelopment project;
3. Acquisition of real property for the purpose of removing, preventing or reducing
blight, blighting factors or the causes of blight.
The City would be seeking $500,000 from the program funds for the purpose of land
acquisition along the 8th Avenue corridor between Mainstreet and Excelsior Boulevard
to construct a public parking ramp that would be wrapped with private development. The
funds would be combined with other sources including the Metropolitan Council LCA-
TOD program, CMAQ, and SPO project dollars.
Primary Issues to Consider
• Does the City support the construction of a public parking ramp as part of an
overall redevelopment of a site south of Mainstreet on 8th Avenue?

Analysis of the Issues
The City would be applying for $500,000 additional grant funds from HCHRA, and
requesting that the $400,000 previously granted for acquisition of the Snyder property
be reallocated to allow acquisition of either the Johnson Building or the Elks property.
The proposal is seen as part of an overall redevelopment of 8th Avenue between
Mainstreet and Excelsior Boulevard, and highlights the high priority of redevelopment
needs along this corridor as part of the Green Line Extension project. The funds, if
granted, can be used towards the City's required funding match of $1.7 million in the
event that the CMAQ funds are granted to acquire the Johns Building site in order to
construct a park and ride structure for the Downtown Hopkins Station.

• Deny Resolution 2014-013 and opt not to support the grant request

RESOLUTION AUTHORIZING AN APPLICATION FOR A GRANT FROM
HENNEPIN COUNTY'S TRANSIT ORIENTED DEVELOPMENT PROGRAM
FOR THE ARTERY CORRIDOR
WHEREAS the City of Hopkins is eligible to make application for grant funds from
Hennepin County's Transit Oriented Development Program; and
WHEREAS the City wishes to submit an application requesting grant funds from the
Hennepin County Transit Oriented Development Program; and
WHEREAS the grant funds will be used for certain land acquisition costs associated
with the overall Artery Corridor project and specifically the construction of a public
parking ramp along the corridor; and
WHEREAS the Hennepin County Transit Oriented Development Program Guidelines
require approval by the governing body of the City for submission of a grant application
to the Hennepin County Transit Oriented Development Program; and
WHEREAS the City has the institutional, managerial and financial capability to ensure
adequate project administration for any grant funds received; and
WHEREAS the City certifies that it will comply with all applicable laws and regulations
as stated in the contract agreements;
NOW THEREFORE BE IT RESOLVED that, after appropriate examination and due
consideration, the governing body of the City supports the submission of a Transit
Oriented Development Program grant application to the Hennepin County Housing and
Redevelopment Authority for the proposed Artery Corridor project and that the City
Manager is hereby authorized to apply to the Hennepin County Transit Oriented
Development Program on behalf of the City of Hopkins as well as execute such
agreements as are necessary to implement the project on behalf of the City.
