City of Hopkins
May 29, 2014
Council Report 2014-054
PUBLIC HEARING ON MUNICIPAL CONSENT FOR THE SOUTHWEST LIGHT RAIL
TRANSIT PROJECT
Proposed Action
Staff recommends adoption of the following motion: Move to open public hearing on
Municipal Consent plans for the SW LRT project.
With this motion, the public hearing will be conducted and comments taken into the public
record.
Overview
As a city impacted by the proposed construction of the SW LRT, Hopkins is required under
state law to hold a public hearing on the municipal consent plans. Similar public hearings
have been or will be held for Hennepin County, Minneapolis, St. Louis Park, Minnetonka and
Eden Prairie. An open house on the plans will be held from 6:00 to 7:00 p.m. in the
Raspberry Room before the June 3, 2014, City Council meeting.
Preliminary design plans show the general dimensions and location of the light rail alignment,
including approximate station locations and related infrastructure. Municipal consent applies
only to this level of detail. Future decisions regarding issues such as station design and
streetscape will continue to be addressed as the project proceeds through to final design.
The plans can be accessed at http://www.metrocouncil.orq/Transportation/Projects/Current-
Proiects/Southwest-LRT/Municipal-Consent/Plan-Documents.aspx.
Formal action to deny or accept the plans will be considered at the June 17, 2014, Hopkins
City Council meeting.
Primary Issues to Consider
The purpose of the public hearing is to solicit comments on the alignment, station locations
and major, related infrastructure. Those comments will be recorded into the public record
and may _4e taken into account when municipal consent is considered.
