RESOLUTION NO. 78-2741
RESOLUTION ORDERING IMPROVEMENT AND PREPARATION
OF PLANS
WHEREAS a Resolution of the City Council No. 78-2732 adopted October
17th, 1978, fixed a date for a hearing on the proposed improvement of the
north-south and two east-west alleys in Block 1, West Minneapolis (between
5th and 6th Avenue South) by concrete surfacing thereon,the total estimated
cost thereof being $10,028.00 for concrete surfacing on the north-south alley
and $500.00 for grading and blacktop to meet existing driveways; $7,360.00 for
concrete surfacing on the east-west alley on the south end of block and $500.00 for
for grading and blacktop to meet existing driveways; $3,381.00 for concrete
surfacing on the east-west alley on north end of block and
• WHEREAS all property owners whose property is liable to be assessed for
the making of these improvements were given ten days published notice of the
council hearing through two weekly publications of the required notice, and a
hearing was held and the property owners heard thereon on the 21st day of
November 1978.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HOPKINS:
1. Such alleys are hereby ordered as proposed in the Council Resolution
No.78-2732 adopted October 17th, 1978. Benefitting property owners shall pay
eighty percent of the cost over a ten year period and the C ity of Hopkins shall
pay twenty percent out of the General Fund.
• 2. That John Strojan, City Engineer, is hereby designated as the Engineer
for these improvements and he shall prepare plans and specifications for the
making of such improvement.
Adopted by the City Council of the City of Hopkins, Minnesota, this 21st
day of November, 1978.

Dear Mr. Strojan:
The MTC plans to permanently reroute our existing Route #17E service
via 2nd Street NE (see attached map) . The new route will provide
better bus service to the employees of Honeywell's Defense Systems
Division.
The present Route #17E schedule will remain virtually the same.
Before implementation of the above mentioned rerouting, the MTC
needs to obtain written permission from the City of Hopkins to
operate service on streets which currently carry no bus traffic.
• They are:
- on Blake Road from Lake Street NE to 2nd
Street NE;
- on 2nd Street NE from Blake Road to
Tyler Avenue; and
- on Tyler Avenue from 2nd Street NE to
Lake Street NE.
We would appreciate your placing this matter on the agenda of the
next City Council meeting.

Subject: Downtown Park "Ground Breaking Ceremony"
The Hopkins Park Board conducted a special Board meeting on November 8.
The Downtown Park "status" was reported to an audience of approximately
20 citizens and business representatives. At the conclusion of this
meeting, the Board acted to request that I submit to the Mayor and
Council a recommendation that a "ground breaking ceremony" be conducted
at Downtown Park this fall.

Subject: Selection of C.P.A. firm to audit City records for 1978.
As the year 1978 is rapidly coming to an end the selection of a C.P.A. firm
to perform the 1978 annual audit of the City should be made and confirmation of
same obtained from the City Council.
The C.P.A. firm of Strand & Roe has been performing our audit for several
years in an excellent manner and therefore, it is my recommendation that said
firm again be retained for the 1978 audit.
With the federal programs such as Community Development, Federal Revenue
Sharing, etc., the City audit is steadily becoming more and more complex and to
go with a different firm will result in a substantial increase in cost.
