82-517• CITY OF HOPKINS Hennepin County, Minnesota • ORDINANCE NO. 82-517 AN ORDINANCE AMENDING THAT PART OF HOPKINS ZONING ORDINANCE NO. 427 PERTAINING '10 AND CHANGING THE ZONING OF THE EAST HALF OF THE SOUTHWEST QUARTER OF SECTION 25, TOWNSHIP 117, RANGE 22, AND LOT'S 1-30 INCLUSIVE OF BLOCKS 1 AND 2, DAVISON'S ADDITION TO WEST MINNEAPOLIS AND ALSO A PORTION OF THE NORTH HALF OF THE NORTHWEST QUARTER OF SECTION 19, TtOWNSHIP 117, RANGE 21; AND ALSO VACATING PLAT, STREETS, AND ALLEYS THEREIN. BE IT ORDAINED by the City Council of the City of Hopkins as follows: That Hopkins Zoning Ordinance No. 427 is hereby amended as follows: SECTION 1: That the present provisions regarding the zoning uses for the following premises are hereby repealed and there is hereby enacted and adopted in lieu thereof the following zoning uses in said locations: a. The East half of the Southwest Quarter of the Southwest Quarter of Section 25, Township 117, Range 22; and all S of Lots 1 to 30 inclusive, Block 1, and Lots 1 to 30 inclusive, Block 2, Davison's Addition to West Minneapolis including the vacated alleys and 12th and 13th Avenues in said block, are hereby rezoned from R-E to R-4 P.U.D. (Planned Unit Development) uses. b. That part of the North half of the Northwest Quarter of Section 19, Township 117, Range 21, described as follows: Commencing at a point in the South line of said North half distant 1214.3 feet West of the Southeast corner of said North half; thence at right angles North a distance of 200 feet; thence at right angles West to the center line of Hennepin County state Aid Highway No. 18; thence Northerly along the center line of said Hennepin County State Aid Highway No. 18 to the North line of said Section 19; thence East along said North section line to a point which is determined by the extension Northerly of the Westerly boundary line of VanBuren Avenue; thence Southwesterly along said extension line of VanBuren Avenue and of the Westerly line of VanBuren Avenue to its extension with the South line of said North half of the Northwest Quarter; thence West along said South line of said North half of the Northwest Quarter to the point of beginning, are hereby rezoned from B-1 to R-2 uses. SECTION 2: That Blocks 1 and 2, Davison's Addition to West Minneapolis including the alleys in said Blocks and including that part of 12th and 13th Avenues in said plat which lie between the south boundary line of 10th Street South and the north boundary line of 11th Street South in said Davison's Addition are hereby vacated. SECTION 3: That the presently existing Hopkins Zoning map adopted as part of Hopkins Zoning Ordinance No. 427 is hereby amended and changed in accordance with the above provisions. VESELY, City Attorney TO: Bill Craig, City Manager 4111 FROM: Jim Kerrigan, Community Development Director SUBJECT: Moving Former Historical Society House As you will recall, on March 3, 1981, the City Council considered an item concern- ing moving the former Historical Society house located at 2020 - 4th Street North to 146 - 8th Avenue North. Recently the demolition of 146 - 8th Avenue North was completed and thus the process of undertaking the actual move can now be completed. As we discussed earlier, because of our prior committment with HUD, this house and property will be sold to a low/ moderate income household. As we have done in the past with the other two houses made available through the Community Development Program, applicants will have to meet HUD approved income limits and will be ranked according to various selection criteria which have already been approved by the City Council. Sale of the property will be made to the qualifying buyer with the highest number of points with priority given as to application date. As I have discussed with your earlier, I would recommend a sale price for both the house and property be set at $7,000 with a breakdown as follows: • Price Basis for price determination House - 2020 4th St No $5,000 Staff appraisal of property Property at 146 8th Ave. No. $2,000 Property previously sold under this program has sold for $1,500 and $2,000. Value as recommended would make entire package afford- able to low/moderate income family. Besides the initial $7,000 financial commitment, the buyer would also be required to enter into a redevelopment agreement with the City, whereby he/she would agree to have the house moved from its present location to 146 - 8th Avenue North and have it rehabilitated and brought up to code in accordance with specifications prepared by the City building inspector within a specified period of time. A rehabilitation loan would be made available to facilitate both the move and necessary improvements (including an addition for bedrooms) which it is estimated to be somewhere between $25,000 - $30,000.
