APPROVE RESOLUTYON 2015-057, COMMITTING FUNDING SUPPORT FOR THE
BLAKE ROAD TRAIL CROSSING UNDERPA�S AS A SWLRT LOCALLY

Proposed Action.
Staff recornmends the fallowing �nation:_Adopt_Resolution 2015-057, stating City's commitment
to fund the local match share of the ro'ect cost for the stairwa ortion of the Slake Raad �iail
��ndei�ass — a SWLRT project LRCL
Overview.
Hen�epin Couniy received a Federal S�rface T�•ansportation Program (STP) grant to cover 80%
of the constr�ctio�� costs for a��egional trail underpass at Blake Road and for three trail crossings
in St Louis Pa.r•k. The �znderpass�s would be constructed as p�-t of the SWLRT p�•oject. The
County has requested that the cities cover the local match �oz oz�ly tl�e stairway portion of the
const�uciion. The stairway on the wesi side of the roadway is important as it will facilitate trail
�s�rs crossing under Blake Road to access ihe Blalce Road station. Tl�e stairway would provide
more direct access to street level vs. following the sloped cut�back trail connecfor to the street
level — a distance of more t��an 8D0 ft. Without the stairvvay rnany more westbound trail users
will risk crossing Bialce Road at gz�ade to gazn access to the station. The estima�ed City of
Hopkins share for the stairs is $29,556. The Three Rivers Park District is paying far the builc of
the local match, estimated to be $1.2M. Yt is proposed that City funding �ae through our PIR fiu�d.

OF THE BLAKE ROAD REGIONAL TRAIL UNDERPA�S — A SWLRT PROJECT
LOCALLY REQUESTED CAPITAL INVESTMENT
WHEREA�, Her�nepin Couniy has applied for and received a fedei•al STP gi•a�t fot•
the construction of g��ade-separated regional trail c�•ossings as locally requested capital
invesfinents within the SWLRT project; and
WHEREAS, �he County is relying on the Parl� Distz•ict az�d Czties ta �nneet the locai
match rec�iiirements of the STP grant;
NOW, THEREFORE, BE IT RESOLVED BY TH� CITY COUNCIL OF THE
CITY OF HOPKINS, MINNESOTA (THE CITY} AS FOLLOWS:
1. The Ciiy coinmits to funding a po�•tion of the cost to constr�ct a stairway on the
vvest side of the B�al�e Road trail unde�pass at an amount not to exceed $30,000;
and
2. That this funding co��nitment is contingent on: 1) the stairway work can be
included in the scope of the cu��•ent STP grant; and, 2) that the FTA wil� allow filiis
LRCI into the base SWLRT p�oject thereby qualifying far 50% federal funding
match.

Hennepin County still needs to connect with the Met Council staff person who administers the grant to �erify that w�
can use the grant for the stairs. 7he cost is also a b€t higher than I shared an Monday because I got mare information
from SPO on the professionai services cost5, which are not eligible for grant funds. �Iot surprisingly, those numbers get
higher than expect2d vuhen input in the SCC wark�Oook as project elements.
We will let you know as soon as we talk with Met Council about the grant. Again, we thought this would be an
agreement �eiween the City nf Nop[cins and Hennepin County, not SPO, because the grade crossing SFAs are currently
thraugh the co�nty and the grant will be administered through the county. SPO shouEd foe able to pro�ide yau wit� the
appropriaYe language #or yaur couneil action ta cnmmit funds for the stairs as we wiil not be able to exec�te an actual
agreement until after ROD and FFGA.
