Minutes of the December 8, 2015 Work Session Proceedings HOPKINS CITY COUNCIL WORK SESSION PROCEEDINGS DECEMBER 8, 2015 CALL TO ORDER Pursuant to due call and notice thereof a Work Session of the Hopkins City Council was held on Tuesday, December 8, 2015 at 7:35 p.m. in the Raspberry Room at City Hall, 1010 First Street South, Hopkins, Minnesota. Mayor Maxwell called the meeting order with Council Members Campbell, Cummings and Halverson attending. Council Member Gadd was absent. Council Member Elect Kuznia was present. Staff present included City Manager Mornson, Assistant City Manager Genellie and City Clerk Domeier. LIQUOR LICENSE REQUEST; DOMEIER City Clerk Domeier provided a brief overview of the request to amend the liquor code to allow for on-sale liquor licenses to be issued to performing arts theaters located in Hopkins. Michael Edlavitch of the Royal Comedy Theatre provided information about his request including the proposed days and hours of operation, ticket prices, types of shows and location. He intends for the bar to be available only to ticket holders. The comedy club would only be open to attendees that are 21 years of age or older. Discussion was held about the information Mr. Edlavitch provided. The City Council supported the concept and was excited about having another destination spot in Hopkins. There were concerns about how other businesses may feel about the licensing structure. Assistant City Administrator Genellie stated that the license classification would be different from others as it would include limitations on the days and hours of sales. The City Council recommended that Mr. Edlavitch meet with local business owners to provide more information about the plan as well as working with City staff on building and fire codes and Hennepin County for any health code concerns. Staff will work to draft an Ordinance amending the liquor code to be reviewed by the City Council in January. SPECIAL EVENTS POLICY DISCUSSION; GENELLIE/DOMEIER City Clerk Domeier summarized the changes made to the policy. She talked about events that have been held in the past that now be charged, the application process and use of barricades. Discussion was held on the use of barricades, lighting fees, deposits and clean-up. The City Council supported moving forward with the policy as proposed and directed staff to work with past applicants to ensure they are aware of the change in fees moving forward. Staff will plan to bring the Policy back to the City Council for consideration in January. UPDATES Council Member Halverson shared concerns about the lighting, crosswalks and speed on Mainstreet. She also provided an update from the meeting on the Cold Storage site. Council Member Campbell questioned the replacement of the no parking signs on Mainstreet. HOPKINS CITY COUNCIL WORK SESSION PROCEEDINGS DECEMBER 8, 2015 Council Member Cummings provided information about a request she received from Sun Share. Ms. Cummings will also be attending the CMC meeting in Council Member Gadd’s absence. Mayor Maxwell questioned the stop light options by Cargill at Madison Avenue. City Manager Mornson provided an update on the ULI meeting; the parking ramp lighting upgrades; and funding updates for the Cottageville Park Shelter. Council Member Cummings questioned the total budget for the shelter.
