AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
TUESDAY, OCTOBER 17, 2017
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Tuesday, October 17, 2017 at 7:55 p.m. in the Council Chambers at City Hall,
1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson, Director
of Planning and Development Elverum and Assistant City Manager Lenz.
Economic Development
Director of Planning and Development Elverum discussed upcoming agenda items for
the Planning and Zoning Commission.
Ms. Elverum discussed the challenges of parking for businesses along the west end of
Mainstreet. The staff recommendation is to allow one to one credit for any parking
spaces directly in front of the business. Staff is recommending including the businesses
along 2nd Street South to remove parking barriers and attract tenants. There was
discussion about including a 5% credit for proximity to transit and bike parking. Ms.
Elverum commented that staff would continue to gather feedback from the businesses.
There was Council consensus to proceed.
Ms. Elverum discussed the staff recommendation to not allow daycares in the
downtown B2 district and only in the B3 district that has a private place for drop-off. Ms.
Elverum discussed that staff has recognized it is not ideal for daycares in the central
business district due to the exterior appearance as well as pick-up and drop-off issues.
The two existing daycares would be nonconforming and would only be affected if they
wanted to expand on their current site. Staff would inform the businesses. A public
hearing is scheduled for the next Planning and Zoning Commission meeting.
Council Member Campbell asked about the Friendly Fronts program to enliven the
fronts of the daycare. Staff will investigate.
There was discussion about the Open Streets event. Staff is analyzing costs and
looking at possibly having an annual Open Streets event. Council commented on the
energy of the business owners and they mostly heard positive feedback.
City Council:
• Council Member Campbell discussed the rescheduled Council social event for
January or February.
• Council Member Gadd commented that the owner of the collectibles shop expressed
frustration about the Police investigation.
• Council Member Halverson discussed a resident's comment that there were no food
vendors at the Open Streets event.
• Council Member Kuznia commented on the Special Assessment for Sewer Repair.
• Mayor Cummings discussed the Avenues Association Annual Meeting.
• There was discussion about a request to waive a $4000 special event fee. The fees
cover expenses incurred by the City Police and Public Works Departments. There
was discussion about setting precedence for other events. Staff would be meeting
with event organizers and update the Council.
• Mayor Cummings will be attending the League of Minnesota Cities focus group and
the ULI Fall Conference.
Administration:
City Manager Mornson provided the following updates:
• The Pavilion Construction Management bids would be on future Council agendas.
• Blake School tour scheduled for Monday, November 6, 5 p.m.
• Oxford Village tour scheduled for Tuesday, November 21, 5 p.m.
• Discussion of the updated goals sheet
• Discussion of impacts of next year's Blake Road and neighborhood street projects.
Staff is seeking a grant for Blake Road.
• Mr. Mornson will be attending the League of Minnesota Cities Board Meeting and
Conference.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Campbell, seconded by Kuznia, the meeting was unanimously adjourned at 8:29 p.m.
