• PARK BOARD MEETING MINUTES
February 27, 2017
A regular meeting of the Hopkins Park Board was held on February 27, 2017.
I. CALL TO ORDER
Caroline Rinker, Park Board Chair called the meeting to order at 6:35 pm.
Caroline also welcomed Emma Figgins to the Board. Emma shared a little about herself, her interest in
the Board and her related past experiences.
II. ROLL CALL
Present were Park Board members: Caroline Rinker, Kyle Kaczmarek, Laura Cooper and Emma
Figgins. Absent was Libby Goeman. Also present was Steve Stadler, PW Director/Park Board City
staff liaison.
III. APPROVAL OF MINUTES
• Minutes for the January 23, 2017 Park Board Meeting:
Caroline Rinker made a motion to approve the minutes, seconded by Kyle Kaczmarek. The motion
passed with a 4-0 vote.
IV. BUSINESS
A.Park Board Action Items &Updates
1.) Shady Oak Beach 2017 monument sign project
Kyle shared an update from the February 16 joint meeting with the Minnetonka Park/Rec Board.
The new sign is planned to be installed prior to the beach opening this summer. The sign would
be placed on the north side of the entrance and face south—it would be most visible to the
northbound Shady Oak Road travelers. The budgeted cost of$50,000, Hopkins share of
$16,500, is expected to be more than sufficient for the new sign installation.
2.) Burnes Park Improvement Project
Stadler gave an update on the project and distributed the latest site plans, elevation views and
other plan sheets. There was discussion on the number of trees being planted&the coordination
with Zion Lutheran church regarding the new handicap parking stall+their concern regarding

increased traffic in the parking lot, especially during times when daycare children may be using
the crosswalk in the parking lot. There were no proposed changes to the design plans.

3.) Hopkins Pavilion Upgrade Project S
Stadler reported that the City is waiting to hear on the level of funding to be provided by the
Hopkins School District and also waiting on more information regarding the $1M funding
commitment from the Hopkins Youth Hockey Association(HYHA).
4.) Park Dedication Fee increase
A proposed fee increase was presented to City Council at its February 14 work session. Laura
Cooper was able to attend that meeting on behalf of the Park Board. The City Council was open
to the idea of an increase from $1,500/unit to $3,000/unit. Staff will be asking for City Council
approval at its March 7 meeting. Stadler mentioned the proposed new Creekview Apartments
redevelopment project which is located across Blake Road from Cottageville Park. This new
apartment building project could start in 2018 and includes about 140 units.
B. Off-leash Dog Park-update
Stadler met with Minnesota Pollution Control Agency staff on February 7th. The MPCA have some
concerns regarding bringing more people to the closed landfill site but had no real objections to this
potential land use for the 2+acre area directly adjacent to the landfill. Stadler mentioned that there
is a new property manager at Westbrooke Patio Homes, Westbrooke property is adjacent to this site,
and that he has not been able to speak with the new manager yet about this potential off-leash dog
park. There was discussion about the costs and benefits of opening a City of Hopkins off-leash dog •
park and the proximity of other existing off-leash dog parks. There was mention of the recently
reported problem with the spread of ringworm in dogs frequenting these types of dog parks. Stadler
reported that the cost to fence the site would be in the $25,000- $30,000 range, any parking
improvements would be added cost. The Park Board decided to continue this discussion at its next
meeting.
C. Other Topics of Interest
Stadler had requested at the previous Park Board meeting that members consider moving the regular
meeting of the Park Board to the fourth Monday of the month. This was briefly discussed at that
meeting and there was no objection to the change. This change would also eliminate the conflict in
January and February due to the Monday holidays in those months. Stadler stated that the current
Park Board bylaws state that the meeting is held on the third Monday of every other month.
Laura Cooper made a motion to change the Park Board bylaws to state that the Park Board meeting
will be held on the fourth Monday of every month, seconded by Kyle Kaczmarek. The motion
passed with a 4-0 vote.

Laura Cooper moved to adjourn the meeting, seconded by Kyle Kaczmarek. The motion passed 4-0.
The meeting adjourned at 8:00 p.m.
