CR 08-031 Ban Buren & Hiawatha city project 07-08G~TY OF NOPKINS March 18, 2008 Council Report 2008-031 Van Buren and Hiawatha Culvert City Project 07-08 Change Order No. 1 Proposed Action. Staff recommends adoption of the following motion: Move that Council approve Changer Order No. 1 for the Van Buren and Hiawatha Culvert. Protect 07-10. Overview. This report concerns the change order for extra work on the above referenced project. The original contract was for $134,844.93, and the change order is $58,744.14. The final cost is $193,589.07. The reasons for the change order fall into three categories. The first category of changes results from the poor soils encountered at the Van Buren and Hiawatha culvert locations. Our intention was to remove the existing culverts and replace them with a minimum of road reconstruction. However, beneath the roadways were unstable organic soils that were extremely wet due to the wettest August on record. The roads could not even support the construction equipment on site to replace the culvert. As a result, the street construction portion was approximately 3 times the size originally intended. This accounts for approximately $39,000 of the change order which corresponds to the tripling of the area rebuilt. The second category of changes was due to the extremely poor soils directly under the pipe. These soils needed to be removed and replaced with pipe bedding material. This extra adds approximately $13,000 in costs. The final category is the discovery that the existing rip rap was being undermined. This lead to and increase in the amount of erosion control blanket and rip rap. These extras add up to approximately $7,000. In hindsight, we probably should have taken soil borings on the site to see what soil types we had in place. However, the weather played a big part in the road being unstable under the construction equipment. Had the soils not been saturated, the street likely would have withstood the construction and not been replaced. Even with a soil report in hand, we would not have assumed the road would deteriorate as it did, because August is usually much drier. Supporting information. Application for Payment r! '~ / , ~.
