Hopkins Pavilion Roof Repair
Proposed Action.
Staff recommends adoption of the following motion: Move to approve the recommended
expenditure from the qeneral continqency fund to repair the arena roof at the Hopkins Pavilion_
Adoption of this motion will result in the expenditure for the Pavilion/Ice Arena in the amount of
$18,760_00.
Overview.
The Pavilion roof is fifteen years old and is experiencing a problem described as "tenting"_ The
membrane along the perimeter of the roof is pulling away from the metal fascia and is exposing
the wood cant causing major leaking into the arena and block walls.
After investigating the problem staff recommends the expenditure of $18,760 to install a new
strip of membrane along the perimeter of the main arena roof This repair would add five-ten
years to the life of the roof.

Tenting is a common problem in roofs of similar design to the Pavilion's_ At the time the Pavilion
was built this type of roof and installation practices were new, since then the installation and
materials used have evolved_ The repair outlined in both quotes would strengthen the perimeter
to prevent the tenting problem from reoccurring so drastically. Due to better installation practices
and materials the life of the roof would be extended. The perimeter along the arena roof is the
only area in need of repair.
Analvsis of Issue.
The expenditure being proposed is necessary to prevent possible structural damage due to roof
leaks. The repair is of a critical nature and needs to be addressed as soon as possible_ Should
the repair not be made, costly repairs addressing areas with leaks need will to be made.

After recently inspecting the roof at the above referenced facility. the following includes
the existing conditions, proposal. and scope of work.
Existing Conditions
The membrane on the perimeter of the roof is becoming exposed at the base of the wood
cant and metal. There are quite a few areas where the wood is exposed allowing water to
enter the building. The constant pulling of the membrane is going to continue, and the
whole edge is going to become exposed. A lot of the membrane is currently being held in
place by the fasteners holding the metal on. The membrane has to be relaxed or it will
tear and continue to be pulled away from the edge.
. Proposal and Scope of Work
1. Push away the ballast from the edge of the perimeter.
2. Remove the existing cant edge metal fascia and set aside for re-use.
3. Cut the membrane at the base of the wood cant to relax it.
4. Mechanically fasten reinforced perimeter flashing along the wood cant with
fasteners and plates.
5. Clean and prime the existing membrane.
6. Install and adhere a piece of 045-miI EPDM membrane to the existing and up and
over the outside of the wood cant.
7. Fasten the EPDM on the outside with simplex cap nails.
8. Redistribute the ballast evenly over the areas.
9. Re-instal1 and fasten the cant edge metal fascia.
Total cost on time, material, and Allweather Roof 2-year guarantee is $18,760.00

Dear Don,
A visual roof inspection was made on the above referenced single ply roof membrane.
The membrane appears to be shrinking as exhibited by qtented" flashing primarily at
. the perimeters. Tenting occurs when the EPDM membrane shrinks, and pulls away
from the wall. This condition is typical of EPDM with leaking inevitable. Also noted
were numerous holes (see photos # 1-6) in the roof membrane about the roof edge as a
result of the "tenting" EPDM membrane_ This proposal address the tenting problem with
a new securement strip referenced below as reinforced perimeter strip. It has been our
experience that once this is corrected minimal problems can be expected. We are
quoting the following:
. Remove approximately 670 lineal feet of sheet metal and set aside for reuse.
. Sweep back of ballast.
. Cut existing EPDM membrane to relieve tension.
. Clean existing membrane.
. Install a new base tie-in with reinforced perimeter strip attached to the substrate.
. Install new EPDM membrane bonded to field sheet and reinforced perimeter strip.
. Redistribute existing stone ballast.
. Reinstall the sheet metal and install new joint covers with sealant as required.
. Clean up and haul away debris.
. Add the net sum of $30.00 a lineal foot for additional repairs.
We will perform the above repairs for the net sum of Twenty Thousand One Hundred
Dollars & 00/100 ($20,100_00)
