CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Park Bo ard was
held on Monday, September 26 at 6:30 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Chair Meg Slindee called the meeting to order with Commissioners Miller, Jefferson,
Stiele, Waitz, and Hanneman. Staff present included Management Analyst Imihy.
ADOPT AGENDA
Motion by Stiele. Second by Hanneman.
Motion to Adopt the Agenda.
Ayes: All.
Nays: None. Motion carried.

CONSENT AGENDA
Motion by Waitz. Second by Stiele.

GENERAL BUSINESS
Adopt-a-Park Presentation
Solid Waste coordinator Pam Hove spoke to the board about the Adopt -a-Park program
that she oversees, giving them general information. She spoke about requirements,
available supplies, and answered board member questions. Board members discussed
tasks they could take over from the program and potential opportunities. Imihy suggested
this program be added to the work plan for 2023 and Pam can chec k in with current
adopters. Outreach from the board will be set for spring 2023.
Review Proposed Capital Improvement Projects
Imihy reviewed items on the Capital Improvement Project, including improving courts at
Oakes Park and Cottageville Park. She explained some items might need to be pushed
out to 2024 after reviewing the parks system master plan. She explained where some
funding comes from and went over other items on the capital improvement project

including Central Park play equipment and Shady Oak Beach improvements. The board
discussed potential community needs and Imihy answered questions.
Review Annual Calendar and Adopt 2023 Work Plan
Imihy reviewed the annual calendar with the board, including discussing the ongoing
initiative of developing a parks system master plan for summer 2023. The two other items
were review/understand the role of park board in relation to bylaws with a goal of fall 2023
and work with partners like Hopkins Public Works and Minnetonka Parks and Recreation
to receive more communications regarding ongoing efforts in the parks. In 2023, the
board would like to be involved in the Adopt-a-Park program. Board members discussed
the possible plans and Imihy answered questions. Board members expressed that they
would like to see action from the work plan, not just discussion and communicate with
Hopkins Schools. Imihy explained the relationship of Minnetonka Parks and Recreation
and the City of Hopkins to the board. Chair Slindee proposed changes to the work plan
to add Hopkins Schools to the list of partners to communicate with and to add
evaluate/examine programming needs and potential solutions and consider updating and
expanding the board’s role. The board discussed and Imihy reminded them when the
master parks plan is completed, many of their questions will be answered. The board
reviewed their meeting schedule and Imihy will put together some information the board
discussed this meeting and review at the October meeting.
GENERAL PARK UPDATE
Minnetonka Recreation Update
Not much to share this meeting. Fall registration went well and are back to pre-
pandemic levels.
Master Park System Plan Update
Imihy shared the end of September marks the end of the community engagement
phase. The renaming of Park Valley Playground is still going on and at the October or
November meeting the board will review the responses and give their recommendations
to City Council. There have been a lot of partnership meetings, including those with the
school district and associations. Confluence will be at one of the next couple of park
board meetings.
PARK AREA ASSIGNMENT REPORTS
The park assignments are as follows:
Next meeting the board will be drawing park names from a hat to reassign park area
assignments to members.
Meg Slindee: Harley Hopkins, Maetzold Field: Harley is the same, Maetzold is very clean.
Kimberly Stiele: Elmo, Downtown: A ton of road construction around Elmo. Downtown
Park requires a lot of maintenance, including painting.

Kristin Hanneman: Buffer, Central: Nothing at Buffer. Had a suggestion Buffer should be
the community garden site. Central had busy pickleball courts and nothing broken on the
playground.
Anna Pohmer: Burnes, Hilltop: Imihy noted the slide for Burnes is on order.
Dre Jefferson: Cottageville, Park Valley: N/A
Emily Waitz: Minnehaha Creek Preserve, Valley: No Valley updates. At Minnehaha Creek
Preserve, Public Works put more visible posts out where there was potential danger over
a drainage pipe. At Interlachen Park there were people playing.
Matthew Miller: Oakes, Hiawatha Oakes Preserve: At Oakes Park there are yard signs
promoting Boy Scouts. The board discussed having community boards at the parks.

There being no further business to come before the Park Board and upon a motion by
Stiele, second by Waitz, the meeting was unanimously adjourned.

Progress Report: In 2022, the Park Board selected Landscape Architecture firm, Confluence as the contractor for the Master Park
System Plan. The work on this plan is ongoing and updates are planned consistent with the proposal. The project is currently
running on time and on budget.

Staff Comments: Staff is supportive of the above work plan. The proposed work plan continues to
