01-17-2023 City Council MeetingHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 17, 2023 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, January 17, 2023 at 6:30 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Mayor Hanlon called the meeting to order with Council Members Balan, Beck, Garrido and Hunke attending. Others attending included City Manager Mornson, Finance Director Bishop, City Clerk Domeier and City Engineer Klingbeil. ADOPT AGENDA Motion by Balan. Second by Hunke. Motion to Adopt the Agenda. Ayes: Balan, Beck, Garrido, Hanlon, Hunke Nays: None. Absent Beck. Motion carried. CONSENT AGENDA Motion by Garrido. Second by Beck. Motion to Approve the Consent Agenda. 1. Minutes of the January 10, 2023 Regular Meeting Proceedings; Domeier 2. Approve Agency Agreement Between City of Hopkins and Minnesota Department of Transportation for Federal Participation in Construction; Klingbeil Ayes: Balan, Beck, Garrido, Hanlon, Hunke Nays: None. Motion carried. NEW BUSINESS VII.1. Approve Final Plans and Order Bids 2023 Street and Utility Improvements – City Project 2022-10; Klingbeil City Engineer Klingbeil and Nick Amatuccio with Bolton and Menk summarized Council Report 2023-014. At its October 18, 2022 meeting, the Hopkins City Council conducted a public hearing concerning the 2023 Street and Utility Improvement Project . Council ordered final plans that are now complete. Staff requested that Council approve the final plans and authorize advertisement for bids. Motion by Beck. Second by Garrido. Motion to Adopt Resolution 2023-05, Resolution Approving Plans and Specifications and Authorizing Advertisement for Bids, 2022 Street and Utility Improvements, City Project 2022-10. Ayes: Balan, Beck, Garrido, Hanlon, Hunke Nays: None. Motion carried. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 17, 2023 VII.2. Authorize Sale of $8,365,000 General Obligation Bonds Series 2023A; Bishop Finance Director Bishop summarized Council Report 2023-015. Adopting the resolution will allow staff to work with its municipal advisor to prepare an official statement for the bond sale. City Council is scheduled to award the sale of bonds on February 14, 2023. Motion by Balan. Second by Hunke. Motion to Adopt Resolution 2023-006: Providing for the Sale of $8,365,000 General Obligation Bonds, Series 2023A. Ayes: Balan, Beck, Garrido, Hanlon, Hunke Nays: None. Motion carried. ANNOUNCEMENTS Mayor Hanlon reviewed the upcoming meeting schedule. Brief discussion was held about upcoming legislative initiatives and priorities.
