P&Z Resolution 2023-01 - Resolution Recommending the City Council Approve an Ordinance Amending Chapters 40 and 102 of the City Code Regarding Illicit Discharge and Stormwater ManagementCITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA PLANNING & ZONING COMMISSION RESOLUTION 2023-01 RESOLUTION RECOMMENDING THE CITY COUNCIL APPROVE AN ORDINANCE AMENDING CHAPTERS 40 AND 102 OF THE CITY CODE REGARDING ILLICIT DISCHAGE AND STORMWATER MANAGEMENT WHEREAS, the City of Hopkins has a Municipal Separate Storm Sewer System (MS4) permit through the Minnesota Pollution Control Agency (MPCA); and WHEREAS, the MPCA requires that all local public entities that own or operate MS4s obtain an MS4 permit; and WHEREAS, the MS4 permit is intended to ensure that appropriate stormwater pollution prevention programs and best practices are adopted to prevent stormwater runoff from harming rivers, streams, and wetlands; and WHEREAS, the proposed ordinance changes are needed in order to maintain compliance with the City of Hopkins' MS4 permit; and WHEREAS, the proposed ordinance changes were informed by expertise of City staff and consultants. NOW THEREFORE BE IT RESOLVED, that the Planning & Zoning Commission of the City of Hopkins hereby recommends the City Council of the City of Hopkins approve an ordinance amending Chapters 40 and 102 of the City Code Regarding Illicit Discharge and Stormwater Management.
