Municipal State Aid Street Designations
Proposed Action.
Staff recommends adoption of the following motion: Move that Council adopt
Resolutions 2000-21.2000-22 and 2000-23. resolutions revisinq the Citv's municipal
state aid (MSA) street desiqnations.
Overview.
In order to maximize the City's MSA annual construction allotment and revise the City's
street designations in accordance with previous City Council direction and State Aid
rules, staff is recommending the following MSA street revisions:
. Revoke MSA street designation on 1 st Street North from CSAH 61 (Shady Oak
Road) to 12th Avenue and from 8th Avenue to 5th Avenue
. Add MSA street designation to Minnetonka Mills Road from 5th Avenue North to
Washington Avenue North
. Add MSA street designation to 2nd Street NE from Washington Avenue North to
Tyler Avenue North

Analvsis of Issues
. Why are these changes being recommended?
During the approval process for the 1 st Street North reconstruction project, City Council
ordered that MSA funds not be s~ent on the street segments from Shady Oak Road to
12th Avenue and 8th Avenue to 5t Avenue. Accordingly, it is in the City's best interest to
find qualifying replacement segments that are reasonable additions to our MSA street
system. By so doing, the City increases its construction needs and therefore its annual
allotment. First Street North has very small construction needs because it was
reconstructed in 1997. The annual allotment is based on population, mileage and
construction needs.
The proposed new MSA segments were chosen because Minnetonka Mills Road and
2nd Street NE both function as collector streets and truck routes. In addition, the new
segments qualify because they terminate at existing city state aid streets.
. What is the impact on abutting property owners?
The impacts are: 1) when these new segments are reconstructed they must meet state
aid design standards; 2) the streets must remain open to all vehicles; and 3) City street
reconstruction assessments are reduced from 70% to 50% for abutting single family
residential properties.
The MSA design standards would require a minimum 32' street width with parking on
one side of the street, 38' street width with parking on both sides and concrete curb and
gutter. The width of the existing Minnetonka Mills Road varies from 32' to 35'.
. Public Notification/response to proposed changes
Staff notified residents and business owners along the new proposed MSA streets. A
public meeting was held on March 15 at 7:00 pm. The two residents that attended the
public meeting did not object to designating these streets. Staff received no phone calls
in response to the public meeting notice.

RESOLUTION REVOKING MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Council of the City of Hopkins,
Minnesota that the road hereinafter described should be revoked as a Municipal
State Aid Street under the provisions of Minnesota laws;
NOW, THERE FORE, BE IT RESOL YED BY THE CITY COUNCIL OF
THE CITY OF HOPKINS MINNESOTA (THE CITY) that the road described as
follows:
First Street North trom County State Aid Highway No. 61 east to 5th
Avenue North, now numbered and know as Municipal State Aid Street
343, segments 010 and 020,

be and here by is, revoked as a Municipal State Aid Street of said City, subject to
the approval of the Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOL YED, that the City Clerk is hereby authorized
and directed to forward tow certified copies of this resolution to the
Commissioner of Transportation for his consideration.
