PURPOSE OF MEMO To review Contingency Parking Plan proposal. II. OVERVIEW The Council requested the HBCA to review the Hopkins entertainment complex parking study submitted by Barton-Aschman Associates, Inc., and the parking analysis submitted by Benshoof & Associates, Inc. The HBCA was to submit recommendations for a contingency parking plan to address possible future parking needs as a result of recent development projects. Staff met with P.S. Vedi of Vedi Associates, Inc., to discuss how the HBCA's recommendations could be implemented, along with costs. Staff also met with Vern Pankratz from the Public Works department. Mr. Pankratz's report is enclosed. III. PRIMARY ISSUES TO CONSIDER What are the recommendations from the HBCA? . What previous staff recommendations have been implemented? What is P.S. Enclosed please find a letter to Mayor Redepenning from HBCA President, Chuck Poppler, that outlines the HBCA's recommendations for a contingency parking plan. The additions to previous staff recommendations include the following items: 1. Provide better signage for the parking ramp, promoting location and costs. 2. Install better lighting in the ramp. 3. Increase marketing efforts to promote the ramp's location, uses, and times that free parking is available. 4. Reconsider the "No Turn On Red" signs on Mainstreet and 11 th Avenue. The Benshoof report recommended the "No Turn On Red" signs; the HBCA feels these signs cause too much traffic congestion. What orevious staff recommendations have been imolemented? 1. Install signs in Lot 500 (Tait's) and Lot 475 (dome lot) to specifically read: NO THEATER PARKING 3-hour Time Limit Enforced 7 Days Per Week 6:00 a.m. -10:00 p.m. 2. Implement changes, three-hour time limit, 6:00 a.m. - 6:00 p.m., as per Figure 9 of the Benshoof and Associates study (attached), with the following exceptions: . Leave parking regulations as they currently exist on north and south sides of Mainstreet between 13th and 15th Avenues (varies, mostly non-regulated), and the north side of Mainstreet between 11 th and 12th Avenues (two-hour limit). . Leave parking regulations as they currently exist on the west side of 13th Avenue South between Mainstreet and First Street South (two-hour limit). . Leave parking regulations as they currently exist on the north side of First Street South between 11th and 12th Avenues (two-hour limit). . Leave parking regulations as they currently exist on the west side of 10th Avenue South from the ramp entrance to First Street South (varies). " Memo to Council, June 24, 1997 - Page 3 1 . Leave parking regulations as they currently exist on the west side of 11 th Avenue North from the alley to First Street North. . Leave parking regulations as they currently exist on the west side of 11th Avenue South, from south boundary of theater development to First Street South (two-hour limit). 3. Implement traffic modifications as per Figure 4 (attached) of Benshoof study. 4. Re-stripe from angle parking (approximately 9-10 spaces) to parallel parking (approximately 5 spaces) on the west side of 10th Avenue between Mainstreet and the alley to the south. Recommend leaving the time limit at its current limit of 30 minutes. 5. Implement three and one-half hours time limit, 8:00 a.m. to 6:00 p.m., except Saturday and Sunday, in the municipal parking ramp. What is P.S. Vedi's recommendation concernina HBCA's recommendations for a continaencv parkina plan? Staff met with Mr. Vedi to walk through the parking ramp and discuss how lighting and signage improvements can be implemented along with costs. He . mentioned that lighting improvements can be achieved by replacing the existing 100 watt high pressure sodium light fixtures. The cost estimate is $5,000. The exterior sign modifications will include modifying the existing free standing signs at 10th and 11 th Avenues to add an illuminated message stating "FREE VISITOR'S PARKING." The costs estimate for these sign modifications is $4,000. Enclosed for your information, please review P. S. Vedi's letter to Jim Hartshorn discussing these costs in more detail. What was the discussion with Vern Pankratz of the Public Works department? Staff met with Mr. Pankratz to discuss Vedi's recommendations. He recommended that painting may be completed in-house to enhance lighting before installing higher watt lighting in the parking ramp. He also concurred that improved illuminated signage should be installed at designated areas. CONCLUSION Based on discussions with the HBCA Parking Task Force, it is clear they feel that when the arts facility is completed there will be parking shortages in the downtown area. The Council needs to review the HBCA's recommendations, P. S. Vedi's recommendations regarding the parking ramp, and Vern Pankratz's recommendations. If the Council concurs with the HBCA's conclusions regarding parking shortages, they will need to discuss whether to adopt a contingency parking plan as detailed or make modifications. This partnership of the City of Hopkins and the HBCA was charged w~h developing a pro-active plan in case Ihe opening of the arts center negatively impacts parking in Hopkins. Participants on the task force: Ed Hanlon; Bob Miller; Chuck Poppler; Gary Rybolt, Mike Tail and City of Hopkins and HBCA liaisons (Jim Hartshom and Sterling Patterson). The following recommendations were adopted by the HBCA Board of Directors at their March meeting: . Provide better signage for the parking ramp, promoting thai the ramp is free. Install other signage that is visible from Mainstreet and First. . Install better lighting in the parking ramp to increase the feeling of safety in the ramp. . Better market and educate the public on the uses of the parking ramp. . Supt. June 26, 1997 Hopkins Parking Ramp Maintenance Issues The following is a summary of maintenance and recommendations for the Hopkins parking facility: Monthly/Annual Maintenance 1. Monthly light checks and replacements 2. Annual light bulb change-outs 3. Monthly contract sweeping, spring-fall 4. Daily/weekly checks of entire ramp and maintenance repairs as required 5. Annual wash downs Recommendations as per Vedi Associates, Inc. 1. Painting--recommend that painting (white) be done to enhance lighting--option: this could possibly be done in-house, although final details/paint specs have not been completed as of this date 2. Lighting upgrades-recommend to hold on this option upon completion of painting 3. Surface sealer--recommend that this be done to prolong the concrete structural life expectancy 4. Concrete slab repairs--recommend that this be done, as certain areas are spalling at this time--this repair is definitely required to maintain structural life expectancy 5. Signage--recommend that improved illuminated signage be installed at designated locations--this option should consider the downtown Hopkins theme and also consider the street improvements on 10th and 11th Avenues South These recommendations are based upon comments received, maintenance/operations, and prolonged integrity of a facility to fulfill the support of safety/parking issues within the downtown area. Stadler, Public Works Director <t;0 Copy: Steve Mielke, City Manager Date: July 3, 1997 Subject: Pavement Management Program - July 8 Council Worksession The Pavement Management Program will be presented in the City Council chambers by the Public Works Director and an engineer from Braun Intertec, Inc. Braun Intertec has completed a 1997 pavement condition survey of Hopkins' streets and software upgrades have been installed. At the worksession, staff will run the program on the computer in the City Council chambers. Staff will briefly explain how the pavement mgmt program works, show the results of the new survey, show how future pavement condition and pavement needs are affected by several different annual pavement budget scenarios, recommend a pavement maintenance and improvement budget and answer questions.
