CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, December 19, 2023, at 6:30 p.m. in the Council Chambers at City Hall,
1010 1st Street South.
Mayor Hanlon called the meeting to order with Council Members Balan, Beck, Garrido
and Hunke attending. Others attending included City Manager Mornson, Assistant City
Manager Lenz, City Clerk Domeier, Finance Director Bishop, Director of Planning and
Development Elverum, City Planner Krzos, Planner Howard, Special Projects and
Initiatives Manager Imihy Bean and City Attorney Riggs.
ADOPT AGENDA
Mayor Hanlon added a proclamation recognizing the Hopkins Lions Club.
Motion by Balan. Second by Hunke.
Motion to Adopt the Agenda with the addition of the Hopkins Lions Club
Proclamation.
Ayes: Balan, Beck, Garrido, Hanlon, Hunke
Nays: None. Motion carried.
PRESENTATIONS
III.1. Proclamation Recognizing Hopkins Lions Club; Hanlon
Mayor Hanlon recognized the Hopkins Lions Club for their 85 years of service.
Motion by Garrido. Second by Balan.
Motion to adopt the Proclamation.
Ayes: Balan, Garrido, Hanlon, Hunke
Nays: None. Absent: Beck. Motion carried.
III.2. 2023 Hopkins Community Image Awards Presentation; Elverum
The City Council presented the owners of 610 Drillane Road with the 2023 Community
Image Award.
III.3. Sustainability Update; Howard/Imihy Bean
Special Projects and Initiatives Manager Imihy Bean presented a sustainability update
and Planner Howard reported on Hopkins’ participation in Xcel Energy’s Partners in
Energy program.

7. Joint Powers Agreement with the City of Minnetonka for Youth Advisory Board

NEW BUSINESS
VII.1. Sustainability Building Policy Discussion; Howard
Planner Howard provided information on sustainable building policies and sought
direction for potential policy development. Generally the City Council supported moving
forward with developing a policy and finding balances between third party rating systems
and city-specific criteria.
VII.2. Recognition of Council Member Alan Beck; Hanlon
The City Council thanked Council Member Beck for his service to the community.
ANNOUNCEMENTS
Mayor Hanlon reviewed the upcoming meeting schedule.
PUBLIC COMMENT
William Anderson, 101 Wayside Road West, thanked Council Member Beck for his
service.
ADJOURNMENT
There being no further business to come before the City Council, and upon a motion by
Beck, second by Hunke, the meeting was unanimously adjourned at 7:37 p.m.
