At the May 14, 1991 Mainstreet project assessment hearing, council cancelled a portion of the assessment roll (project 90-04B) with the intent of levying the other project costs in the winter or spring of 1992. Specifically, these costs were for sanitary sewer and water main service installations. Now that Phase 3 reconstruction is substantially complete and the contractor has taken paYment for a major portion of that work, the City is now able to calculate the costs of service line installation as well as costs for fire service installation, private improvements at the owners request, and private improvements not requested by the owner but necessitated by construction. staff can proceed with preparation of an assessment roll and anticipates returning to Council at its February 4 meeting with the preliminary roll and a request to set an assessment hearing date.
