RESOLUTION ORDERING ASSESSMENT ROLL - MAINSTREET
PROJECT 90-04B SERVICE UTILITIES
AND
PRIVATE IMPROVEMENTS
Proposed Action.
Staff recommends the following motion: Move that Council
adopt Resolution 92-8, Resolution Ordering Preparation of
Assessment Roll - Mainstreet Service utilities and Private
Improvements.

At the May 14, 1991 Mainstreet project assessment hearing,
council cancelled a portion of the assessment roll (project
90-04B) with the intent of levying the other project costs
in the winter or spring of 1992. Specifically, these costs
were for sanitary sewer and water main service
installations. Now that Phase 3 reconstruction is
substantially complete and the contractor has taken paYment
for a major portion of that work, the City is now able to
calculate the costs of service line installation as well as
costs for fire service installation, private improvements at
the owners request, and private improvements not requested
by the owner but necessitated by construction.
staff can proceed with preparation of an assessment roll and
anticipates returning to Council at its February 4 meeting
with the preliminary roll and a request to set an assessment
hearing date.

RESOLUTION NO: 92-8
RESOLUTION ORDERING PREPARATION OF
ASSESSMENT ROLL - MAINSTREET SERVICE UTILITIES
AND PRIVATE IMPROVEMENTS
WHEREAS, the engineering superintendent and the city's
designated project manage, RLK Associates Ltd.,
have determined that improvement of sanitary sewer
and water main service lines, fire services and
certain private improvements, city Project 90-04B,
are completed, and
WHEREAS, the contractor for the aforesaid project has 'agreed
to substantial paYment,
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS
MINNESOTA:
1. The engineering superintendent shall forthwith
calculate the proper amount to be specially
assessed for such improvement against every
assessable lot, piece or parcel of land abutting
on the streets affected, without regard to cash
valuation as provided by law.
2. The engineering superintendent shall file a copy
of such proposed assessment in the city office for
inspection and shall notify the Council thereof.
