Staff recommends adoption of the following motion: Move that council
adopt Resolution 92-49. Resolution Approvinq Plans and Specifications
and Orderinq Bids - Sanitary Sewer Improvements at Ramsgate
Apartments.
Overview
Council at its August 20, 1991 meeting authorized plans to be drawn up
for a sanitary sewer improvement at the Ramsgate Apartment complex.
The proposed project called for rerouting of sanitary sewer facilities
through the Ramsgate site and requited the granting of a utility
easement to the city. RCM Associates was designated to draw up plans
and specifications and staff was. instructed to undertake negotiations
for easement acquisition. Those tasks are completed and the City
should now proceed with a project.
. Primary Issues to Consider
0 Has an easement been acquired?
Although the document is in need of signatures, the City has
reached agreement in principle with the owners of Ramsgate
Apartments. The cost of acquisition will be $25,000.
0 What is the estimated cost and how will it be funded?
The engineer's estimate of cost has been revised downward
slightly from projections in August 1991 to $42,000. Funding for
the project is slated to come from sanitary sewer utility funds.
0 Timetable.
The engineer recommends advertising bids in the Sailor and the
Construction Bulletin, a bid opening at 10 a.m. July 8 and award
of the contract at the July 21 Council meeting.

RESOLUTION NO: 92-49
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
SANITARY SEWER IMPROVEMENTS - RAMSGATE APARTMENTS
AND AUTHORIZE THE ADVERTISING FOR BIDS
WHEREAS, pursuant to a resolution passed by the Council on August 20,
1991, plans and specifictions for reconstruction and
rerouting of sanitary sewer at the Ramsgate Apartments, have
been prepared by RCM'Associates, and they have presented
such plans and specifications ,to the Council for approval,
NOW THEREFORE BE IT RESOLVED, by the city Council. of Hopkins,
Minnesota:
1. Such plans and specifications, a copy of which are attached
hereto and made a part hereof, are hereby approved and
ordered placed on file in the office of the city Clerk.
2. The city Clerk shall prepare and cause to be inserted in tha
official paper and in the Construction Bulletin an
. advertisement for bids upon the making of such improvement
under such approved plans and specifications. The
advertisement shall be published twice, at least twenty-one
days before date set for bid opening, shall specify the work
to be done, shall state that bids will be received by the
clerk until 10:00 a.m., on the 8th day of July, 1992, at the
City Hall and that no bids shall be considered unless sealed
and filed with the clerk and accompanied by a certified
check or bid bond, payable to the City of Hopkins, Minnesota
for 5% of the amount of such bid.
The clerk and engineering superintendent are hereby
authorized and instructed'to receive, open, and read aloud
bids received at the time and place herein noted, and to
tabulate the bids received. The Council will consider the
bids, and the award of a contract, at the regular city
Council meeting of July 21, 1992, in the Council Chambers.
