Council Report #92-134 ..y .... o P K \ ~ HOPKINS COMMUNITY IMAGE AWARD (HCIA) PROGRAM proDosed Action Staff recommends approval of the following motion: Approve the Hopkins Community ImaqeAward Program in accordance with the proposed quidelines. with approval of this motion, the HClA program will be promoted with the first award(s) given in september 1992. overview In an attempt to recognize property owners who through.the superior maintenance or improvement to their property have enhanced the image of the city of Hopkins, the Hopkins Community Image Award (HClA) program is being proposed. Under the suggested guidelines, nominations for the awards will be accepted on an ongoing basis, with the awards made . in September of each year. An award committee consisting of City staff, residents and a member of the business community will be responsible for making award recommendations to the City Council. Recipients will receive a plaque in recognition of their efforts and will be able to designate the placement of a tree on public property in their honor. This program appears to be supported by the recommendations contained in the draft of the City's strategic Plan for Economic Developmemt. primary Issues to Consider o What is the cost to offer the award program? o What is the source of funds for the program? o What is the intent of the program? supporting Information o HClA proposed guidelines . . The costs of the program include mileage reimbursement for the committee members when judging the nominations and the cost of the plaques. The estimated yearly budget for these items is $500. In addition, Public Works will be providing the trees out of their budget for tree planting. o What is the source of funds for the program? Awards made to commercial property owners will be paid for through the #204 economic development account, while those for residential properties will be funded through the #213 housing rehabilitation account. o What is the intent of the program? . The award program is intended to recognize those property owners who make the extra effort to maintain and enhance their property. It is also anticipated that it will encourage other owners to make improvements to their properties. The first award(s) will be given in September 1992. Alternatives The Council has the following alternatives regarding this issue: ' o Approve HCIA program as outlined by staff. o Approve HCIA program but make changes to guidelines. o continue for more information. o Decide not to implement an award program at this time. .' ,. ~ . HOPKINS COMMUNITY IMAGE AWARD (HeIA) Purpose: The Hopkins Community Image Award recognizes individuals and businesses who have made a visual improvement to their property or have demonstrated continued superior maintenance of their property, which in turn has a significant positive impact on the image of the city of Hopkins. Eligibility: The Award has three categories: o commercial/Industrial/office o MUlti-family residential o single-family residential All properties in the above categories which meet all applicable City Codes and are located within the Hopkins city limits are eligible. . Committee: The Award Committee shall be comprised of two city staff, (one appointed by the Director of Community Development and one appointed by the Public Works Director), two residents representing different neighborhoods and appointed by the City Manager, and a member of the Business community. The terms of the HCIA committee members shall be two years. Administration of the HCIA is the responsibility of the Community Development Department. Nominations/Selection: Nominations for the community Image Award are accepted " - throughout the year and may be submitted by anyone. Nomination forms are available at city Hall. Nominators are encouraged to submit a "before" picture along with the nomination form. Once a year, in September, Committee members review the nominations received and recommend to the city Council recipients for the community Image Award. The Committee reserves the right to recommend more than one or no . recipients in a category or to make recommendations more than twice a year. ;\ .- Awards If selected, the City Council will present the recipients with a plaque at a council meeting recognizing their efforts. Additionally, they will be able to designate the placement of a tree in their honor on public property. Eligible Improvements The following are examples of improvements which are eliglble for nomination: o Landscaping o Accessibility o Lighting o signage o Exterior building improvements o other as determined by the Review Committee continued superior maintenance of a property is also eligible for nomination. Review criteria: . The Committee may consider the following criteria when evaluating nominations for the Community Image Award: o the quality of the improvement o the degree to which the improvement evokes a sense of community pride o the environmental impact of the improvement o the maintenance of the rest of the property o other criteria as determined by the HeIA Review committee . .; , .. .
