05-13-1997 Charter Commission Regular MeetingMinutes of the Hopkins Charter Commission May 13, 1997 The Hopkins Charter Commission met on April 30. Present were Commission members: Robert Anderson, Marjorie Mathison Hance, Jan Holen, Charles Kritzler, Sally Morem, Henry Pokorny, James Shirley, Harry Smith, and Warren Woodrich. Assistant City Manager Jim Genellie was also present. The meeting was brought to order at 7:00 p.m. Approval of the Minutes of the Previous Meeting. The Commission approved the minutes of April 29, 1997. Reports There were no reports. Consideration of Communications. There were no communications. Unfinished Business At the April 29, 1997 meeting, the Commission had authorized staff to draft an ordinance amending the City Charter. The amendments concerned replacing the term Councilmember with Council Member as well as changing the language concerning elections to bring the Charter into conformance with State law. Commissioner Mathison Hance moved, and Commissioner Holen, seconded a motion to approve Commission Resolution 97-1 recommending that the Hopkins City Council amend the Municipal Charter by adopting Ordinance #97-801. The motion was approved unanimously. New Business Commissioner Pokorny initiated a discussion concerning methods to encourage or require City employees to live in the City. The general consensus was that it would be extremely difficult to require employees to live in the City. Aside from the fact that special legislation would be required, the small size of Hopkins often makes it difficult to find housing. Several Commission members commented on the difficulties of designing an incentive program that would encourage employees to live in the City. The Commission did not take any action. Next Meeting The Commission's next meeting was set for Tuesday, April 28, 1998 at 7:00 p.m. Adjournment. Commission Shirley moved and Commissioner Holen seconded the motion to adjourn. The meeting adjourned by unanimous consent.
