Minutes of the Hopkins Charter Commission
April 30, 2013
The Hopkins Charter Commission met on April 30. Present were Commission members
Dorothy Boen, David Day, Roger Gross, Roger Johnson, Steve Lewis, Jerre Miller, Emily
Wallace-Jackson and staff members Jim Genellie and Kris Luedke.
The meeting was brought to order at 6:04 p.m. by the Chair of the Commission, Emily Wallace-
Jackson.
Approval of the Minutes of the Previous Meeting
Commissioner Day moved and Commissioner Gross seconded a motion to approve the minutes
of the April 24, 2012 meeting. The motion was approved unanimously.
Reports
City Clerk Kris Luedke reported on the purchase of new voting machines by Hennepin County.
The new machines will be able to accommodate ranked ballot voting, although the software is in
the process of being written. There is a good chance that Minneapolis will be able to use the
machines for their November election.
Of course Minneapolis uses a ranked ballot voting system which could not be used in Hopkins
because our Council elections have multiple candidates running for multiple offices.
Commissioners wanted to know the number of cities in Minnesota which have multiple
candidates running for multiple offices.
Commissioners also had a question as to which level of government determines the method used
to elect the President and Congress.

New Business
There was no new business.
Commissioner Miller moved and Commissioner Johnson seconded a motion to adjourn. The
meeting adjourned by unanimous consent at 6:18 p.m.
The next scheduled meeting of the Charter Commission will be Tuesday, April 29, 2014.
