TUESDAY, NOVEMBER 26, 2024
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Planning &
Zoning Commission was held on Tuesday, November 26, 2024 at 6:30 p.m. in the
Raspberry Room at Hopkins City Hall, 1010 1st Street South.
Chairperson Terrill called the meeting to order with Commission Member Ilstrup, Miller,
Montgomery and Wright attending. Commissioner Fauchald was absent. Also present
was City Planner Krzos.
ADOPT AGENDA
Motion by Wright. Second by Ilstrup.
Motion Adopt Agenda as presented.
Ayes: Ilstrup, Miller, Montgomery, Wright, Terrill
Nays: None. Absent: Fauchald. Motion carried.

CONSENT AGENDA
Motion by Ilstrup. Second by Montgomery.
Motion Approve the Consent Agenda
1. Minutes of the October 22, 2024 Planning & Zoning Commission regular
meeting.
Ayes: Ilstrup, Miller, Montgomery, Wright, Terrill
Nays: None. Absent: Fauchald. Motion carried.
PUBLIC HEARINGS
1. Cannabis Business Regulations Code Amendment
City Planner Krzos provided summary of Planning & Zoning Report 2024-07 and the
proposed City Code amendment to create regulations for the soon-to-be allowed
cannabis businesses within Hopkins. The new Ordinance will establish where cannabis
uses will be allowed; standards associated with those uses; registration procedures for
retail sales; and compliance and enforcement provisions.
Discussion was held regarding the proposed buffers; number of registrations the city will
allow; difference between the state-licensed business types and the standards for those
specific business types. The Commission showed unanimous support for increasing the
allowed number of cannabis licenses from three to five and recommending the City
Council amend the proposed Ordinance.
Motion by Miller. Second by Ilstrup.

Motion by Montgomery. Second by Miller.
Motion Approve Planning & Zoning Resolution 2024-15 recommending the City
Council adopt the Cannabis Regulations Development Code Amendment asking
that the City Council look at the limit of retail locations be increased from three to
five.
Ayes: Ilstrup, Miller, Montgomery, Wright
Nays: None. Absent: Fauchald. Abstain: Terrill. Motion carried.
2. NX Zone Accessory Structure Code Amendment
City Planner Krzos presented a summary of Planning & Zoning Report 2024-08. The
proposed amendment to the Development Code allows single unit dwellings to have
larger accessory structures in NX zones.
Chairperson Terrill opened the Public Hearing. No members of the public were in the
audience during the meeting.
Motion by Ilstrup. Second by Montgomery.
Motion to close the Public Hearing.
Ayes: Ilstrup, Miller, Montgomery, Wright, Terrill
Nays: None. Absent: Fauchald. Motion carried.
Motion by Ilstrup. Second by Miller.
Motion Approve Planning & Zoning Resolution 2024-16 recommending the City
Council approve an Ordinance amending Chapter 102 of the Hopkins City Code
related to accessory structures in NX Zones.

NEW BUSINESS
1. Presentation – Shady Oak Station Area Planning Background
City Planner Krzos provided an overview presentation on the planning background of
the Shady Oak Station on the METRO Green Line Extension.
ANNOUNCEMENTS
City Planner Krzos updated the Commission on past projects and upcoming agenda
items.
ADJOURNMENT
There being no further business to come before the Planning & Zoning Commission and
upon a motion by Wright, second by Miller, the meeting was unanimously adjourned at
7:43 p.m.
