CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, April 15, 2025, at 6:30 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Hanlon called the meeting to order with Council Members Garrido, Goodlund,
Hunke and Kuznia attending. Others attending included City Manager Mornson, Assistant
City Manager Casella, City Clerk Domeier, Special Projects and Initiatives Manager
Imihy, Director of Planning and Development Elverum, Community Development
Manager Needham, Finance Director Bishop, Director of Public Works Pavek, City
Engineer Klingbeil and City Attorney Riggs.

PRESENTATIONS
III.1. Adopt Proclamation honoring the accomplishments of Paige Bueckers and
naming the City Paige Bueckers, Minnesota for the day on May 16, 2025; Imihy
Special Projects and Initiatives Manager Imihy summarized City Council Report 2025-
066. Paige Bueckers made a name for herself as a Hopkins High School basketball
player, becoming known as one of the best to ever do it at the high school level in
Minnesota and moving on to the University of Connecticut. Former Hopkins Girls
Basketball Coach Brian Cosgriff shared in honoring Ms. Bueckers.
Motion by Kuznia. Second by Goodlund.

PUBLIC HEARINGS
V.1 Resolution Adopting Assessment Roll Central Avenues Improvements Street
and Utility Improvements – City Project 2024-10; Klingbeil
City Engineer Klingbeil summarized City Council Report 2025-067. Assessment
calculations were prepared based on the overall lowest bid received for Central Avenues
Street and Utility Improvements. Mayor Hanlon opened the Public Hearing at 7:00 p.m.
Mr. Klingbeil stated two letters were received but not any assessment appeals.
Motion by Garrido. Second by Goodlund.
Motion to Close the Public Hearing.

The Public Hearing closed at 7:02 p.m. Brief discussion was held about the public
meetings, reduction in assessment costs and the project community engagement.

V.2. First Reading: Ordinance Establishing Summit on 7 Housing Improvement
Area; Needham
Community Development Manager Needham summarized City Council Report 2025-059.
The association submitted signed petitions March 10, 2025, from a majority of owners
requesting the City Council schedule a public hearing to establish the HIA and impose

fees. Mayor Hanlon opened the Public Hearing at 7:17 p.m. Ms. Needham stated that no
comments were received prior to the meeting.
The Board Treasurer of Summit on 7 provided public comments in support of the project.

V.3. Resolution Giving Host Approval to the Issuance by the City of St. Bonifacius,
Minnesota of its Healthcare Revenue Bonds (Augustana Chapel View Homes, Inc.
Project), Series 2025 Under Minnesota Statutes, Sections 469.152 through 469.165;
Bishop
Finance Director Bishop summarized City Council Report 2025-068. Augustana Chapel
View Homes intends to issue approximately $35 million of healthcare revenue bonds
through the City of St. Bonifacius. The bonds will be used to acquire, construct and equip
an 88-bed/84-unit skilled nursing facility to be located at 412 5th Avenue North, Hopkins,
MN 55343. The project will be owned and operated by Augustana Chapel View Homes,
LLC. Mayor Hanlon opened the Public Hearing at 7:27 p.m. Mr. Bishop stated that no
comments were received prior to the meeting.

VII.1. Resolutions Accepting Bids and Awarding Contract for the Central Avenues
Street and Utility Improvements – City Project 2024-10; Klingbeil
City Engineer Klingbeil summarized City Council Report 2025-068. Mr. Klingbeil
recommended awarding the project contract to RL Larson Excavating, Inc.
Motion by Hunke. Second by Kuznia.
Motion to Adopt Resolution 2025-027, Resolution Accepting Bids, Central
Avenues Street and Utility Improvements, City Project 2024-10 and Adopt
Resolution 2025-028, Resolution for Award of Contract, Central Avenues Street
and Utility Improvements, City Project 2024-10

VII.2. Resolution Providing for the Sale of $7,645,000 General Obligation Bonds,
Series 2025A; Bishop
Finance Director Bishop summarized City Council Report 2025-067. Adopting the
resolution will allow City Staff to work with Ehlers & Associates to prepare an official
statement for the bond sale. Mr. Bishop also shared an overview of the City’s debt.
Motion by Kuznia. Second by Garrido.

VII.3. Update on Central Park Master Plan; Imihy
Special Projects and Initiatives Manager Imihy and Mike Waltman with Bolton and Menk
provided the City Council an update and next steps on the Central Park Master Plan
project. Ms. Imihy shared more information about the Central Park amenities owned by
the school district and recent discussions on future uses. Discussion was held about
considering additional lighting, educational components, stormwater implementation,
permanent restrooms, pavilion updates along with timeline and projected costs.
PUBLIC COMMENT
Charles Hendrix, 323 11th Avenue North, provided comments on City Council and staff
service and urged all to stand up for the City during these times.
ANNOUNCEMENTS
Council Member Goodlund stated he provided a check to reimburse the City for partial
NLC conference fees.

Mayor Hanlon shared highlights in Hopkins with businesses and growth and the City
Council meeting schedule.
ADJOURNMENT
There being no further business to come before the City Council, and upon motion by
Hunke, second by Goodlund, the meeting was unanimously adjourned at 8:34 p.m.
