CR 99-78 Adopt Resolution 99-32 Approving Participation in Logis Health Care Group , y 0 \ U ,<- April 21, 1999 ~ Council Report 99-078 .y '" e o P K \ ~ ADOPT RESOLUTION 99-32 APPROVING PARTICIPATION IN LOGIS HEALTH CARE GROUP Proposed Action Staff recommends that the Council approve the following motion: Move that the Hopkins City Council adopt Resolution #99-32. approving participation in the Local Government Information Systems (LOGIS) health care qroup. Adoption of this motion will allow the city to continue to participate in the LOGIS health care group. Overview LOGIS has notified the City of Hopkins as to its' policies and procedures for participating in the LOGIS health care group. To enable us to continue in this group LOGIS requires that we become associate members of LOGIS. To do this we must adopt this resolution, sign a joint and cooperative agreement, sign a commitment letter and appoint two representatives to the general board, Primary Issues to Consider .. Currently the city is not an associate member of LOGIS. . Adoption of this resolution, signing the joint cooperative agreement, signing the commitment letter and appointing two representatives to the general board will make us associate members of LOG IS. . An associate member of LOGIS can participate in the health care group. Recom mendation Adopt the Resolution 99-32 enabling the City of Hopkins to be an associate member of LOGIS and to continue participating in the LOGIS health care plan. Supportin!1 Information . HENNEPIN COUNTY, MINNESOTA RESOLUTION 99-032 APPROVING P ARTICIP A TION IN THE LOCAL GOVERNMENT INFORMATION SYSTEMS (LOGIS) HEALTH CARE GROUP BY THE CITY OF HOPKINS WHEREAS, a number of communities of the State of Minnesota identified benefits, including cost, effectiveness and efficiency, that could be obtained by joining together to cooperatively provide for the establishment, operation and maintenance of employee benefit programs to the benefit ofthe parties and others; and WHEREAS, the consortium has further determined that a necessary adjunct of management information systems is providing information and data pertaining to health care options as part of employee benefits; and WHEREAS, the members of LOGIS have determined through their Executive Committee that the management of information pertaining to health care options is intelWoven with the selection and operation of such plans and that jointly contracting for such plan operation is necessary and appropriate role for LOGIS; and WHEREAS, the City of Hopkins has determined that it would be to its benefit to participate in LOGIS as a an associate member, with the intent of participating in the coordination of employee e health care planning service selection; WHEREAS, the City of Hopkins meets all of the requirements for participation set forth in the LOGIS Group Health and Life Insurance Policies and Procedures ("Policies"), which are incorporated herein by this reference; NOW, THEREFORE, BE IT RESOLVED, that the City of Hopkins authorize the City Manager to execute the LOGIS Joint and Cooperative Agreement, by which the City of Hopkins will join LOGIS as an associate member, and to appoint the Finance Director and the Payroll Clerk to serve as its Director and Altemative Director, respectively, on the LOGIS Board of Directors. FUTHERRESOLVED, that it is the intent ofthe City of Hopkins to participate in LOGIS Health Care Group, and the City of Hopkins shall abide by the policies and procedures set forth in the Policies, as amended from time to time and incorporated herin by this reference. Association. Since this is a requirement to participate in the Health Care plan, we need to have those who have not applied for membership in LOGIS do so now. As stated in the Policies and Procedures, members have to be at least an associate member of the Association. This does not obligate the jurisdiction to purchase systems nor are there any dues imposed. You will, however, need to appoint two representatives to the general board, Attached are the Policies and Procedures, the Resolution to Participate, the Joint and Cooperative Agreement, the Commitment letter, and general information about the LOGIS Association, Please have the City Clerk and the Mayor sign the Resolution, the City Manager or Administrator sign the Commitment letter, and the Mayor and City Manager or Administrator sign the Joint and Cooperative Agreement in the presence of the City Clerk. For those of you who are jurisdictions other than cities, please have similar representative sign in place of Mayor, etCH We apologize for any inconvenience this may cause. These agreements should have been completed at the time you originally joined the Health Care Group, but were not.
