ADOPTION OF RESOLUTION 99-003 AUTHORIZING THE SUB:MITTAL
OF THE 1999 HENNEPIN COUNTY
MUNICIPAL RECYCLING GRANT APPLICATION
Proposed Action.
Staff recommends adoption of the following motion: "Move to adopt Resolution No. 99-003 authorizing
the submittal of the 1999 Hennepin County Recycling Grant Application. /I
Overview.
The City of Hopkins began a source-separated curbside-recycling program on February 1, 1989 in
response to County and Metropolitan Council mandates. In order to aid cities in funding their recycling
programs, Hennepin County developed a Funding Assistance Policy for Residential Recycling. In
October of I 994 the City Council passed Council Report 94-184 which approved submittal of the
Hennepin County Recycling grant application covering a five-year period. The County has now informed
us that that this is not acceptable to the County attorney and municipalities must approve a resolution each
e year in order for our grant application to be processed and funding to be dispersed.
Primary Issues to Consider
. Is adoption of this Resolution in the best interest ofthe City of Hopkins?
Since Council has already approved resolution number 94-93 which authorizes submittal of a
grant application for years 1995-1999, approval of this resolution is merely a formality we must
take to comply with the county's request. Adoption of the new resolution will complete our 1999
grant application process and aHow us to receive funding from Hennepin County for our recycling
program. Funding for 1999 will be determined by taking the SCORE funds and dividing them by
the total household count in Hennepin County. This amounts to approximately $27,500 ($.70 per
household per month x 3318 households x 12). SCORE Funds are collected through taxes on
refuse bills.

1998-1999 PROGRAM DESCRIPTION
February 22 the Recycling Coordinator participated in the Remodelers Fair, an event held
at, the Hopkins Community Center. This event offered attendees from Minnetonka,
Hopkins, Golden Valley, and St. Louis Park the opportunity to find out about businesses
that offered home remodeling ideas and products. Recycling information was available at
this event and the Recycling Coordinator was there to answer questions. Our display
booth showed attendees samples of various products made with recycled content and
offered information on where certain items could be purchased.
Held two Clean up events this year one April 23-25, and one October 15-17. Appliances,
scrap metal, and electronics were recycled at both events. Electronic items collected
were handled through the Hennepin County electronic recycling program in cooperation
with PPL.
Throughout April four Reduce/Reuse/Recycle presentations were made at local schools.
On October 10th we held an America Recycles Day event in conjunction with our fire
department open house. Samples of recycled products were on display and "Cycler" the
robot was there to entertain the kids.
e Yard Waste was collected at the-curb free from mid-April through mid-May and again in
the fall during the month of October. Yard waste during the rest of the season continued
to be collected at the curb but a per bag ($1.00) fee was charged. Residents also have
the option of using our free brush and yard waste drop off from mid-May through the end
of November. Material collected from this program is composted and offered to anyone
free of charge provided they load and haul it themselves.

Continue 1998 programs. We will review our recycling contract for renegotiation or re-bid
in June of 1999.

ADDENDUM
The City has determined that 60% of our residents live in multi-family housing units that
are not serviced by our curbside collection. When multi-family is excluded in our total
waste generation figure of 7394 tons per year, our recycling percentage equals 34% .

* The method used for determining household count was a count of all households
where we delivered recycling bins. It has been updated whenever we have added or
deleted new households.
** The Appliance tonnage listed under the drop-off was added entirely to residential
collection because they were collected at our twice yearly bulk drop off which is
offered only to residential refuse customers.

RESOLUTION NO. 99-003
AUTHORIZING THE SUB:MITT AL OF THE 1999 HENNEPIN COUNTY
RECYCLING GRANT APPLICATION
WHEREAS, Pursuant to Minnesota Statue 115A.551, by December 31, 1996, each county
in the metropolitan area will have as a goal to recycle a minimum of 45 percent (45%) by weight of
total solid waste generation, and each county must develop and implement or require political
subdivisions within the county to develop and implement programs, practices, or methods designed
to meet its recycling goal; and
WHEREAS, Pursuant to Minnesota Statue 115A552, counties shall ensure that residents
have an opportunity to recycle and through Hennepin County Ordinance 13 requires each city to
implement a recycling program to enable the County to meet its recycling goals; and
WHEREAS, the County has adopted a Hennepin County Residential Recycling Funding
Policy to distribute funds to cities for the continued development and implementation of waste
reduction and recycling programs through 1999; and
. WHEREAS, to be eligible to receive these County funds, cities must meet the conditions set
forth in the "funding policy"; and
WHEREAS, the City of Hopkins desires to receive these County funds;
THEREFORE, BE IT RESOLVED, that the City of Hopkins, City Council authorizes the
submittal of the Hennepin County Residential Recycling Program; 1999 Municipal Recycling
Grant Application and further authorizes the City Manager or his designee to execute such grant
agreement with the County.
