VII.2.Review of Central Park for Consistency with the 2040 Comprehensive PlanP&Z Report 2025-08 To: Planning and Zoning Commission Members From: Laila Imihy, AICP, Special Projects and Initiatives Manager Date: September 30, 2025 Subject: Review of Central Park for Consistency with the 2040 Comprehensive Plan _____________________________________________________________________ REQUEST Make a motion to find that the Central Park Plan is consistent with the 2040 Comprehensive Plan. RECOMMENDATION Review the proposed draft design for Central Park and find that the plan is consistent with the 2040 Comprehensive Plan. ANALYSIS In 2022, the City worked with consultant team Confluence to create a 20-year vision for the City’s parks and open spaces, known as the Park System Master Plan (PSMP). This plan outlined future improvements for several of the City’s parks, including Central Park. Central Park was selected as the first project to work on following the master plan, due to aging infrastructure in this park. Since 2024, Staff has worked with consultant Bolton and Menk to develop a master plan for this park based on the work from the P SMP and engagement with the City’s residents and Park Board. Following the awarding of a $5 million dollar grant from the Minnesota Pollution Control Agency (MPCA) and an investment from the Nine Mile Creek Watershed of $1 million dollars, the project has been developing construction documents with an anticipated construction start date of Spring 2026. The project was presented to the City Council in July, and tonight Staff seeks a review of the proposed design by the Planning Commission. NEXT STEPS Following a review of this item by the Planning Commission, staff will continue to work on the construction documents with the consultant team. The project will be reviewed by the Park Board and approved by the City Council.
