CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, October 7, 2025, at 6:32 p.m. in the Council Chambers at City Hall,
1010 1st Street South
Mayor Hanlon called the meeting to order with Council Members Garrido, Goodlund,
Hunke and Kuznia attending. Others attending included City Manager Mornson, Assistant
City Manager Casella, City Clerk Domeier, Finance Director Bishop, City Planner Krzos,
Director of Planning and Development Elverum, Community Development Manager
Needham, Planner Gallagher and City Attorney Riggs.
ADOPT AGENDA
Mayor Hanlon announced the addition of a presentation to go before the Cannabis
Update from representatives of a local soccer clubs will be presenting to the Hopkins City
Council on their initiative and ideas for the possible future development in the Hopkins
area.
Motion by Garrido. Second by Hunke.
Motion to Adopt the Agenda with the addition of a presentation about a Soccer
Club Initiative.
Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia
Nays: None. Motion carried.
PRESENTATIONS
III.1. Proclamation Declaring October 11 as Hopkins Migratory Bird Day; Needham
Motion by Garrido. Second by Hunke.
Motion to Adopt a Proclamation Declaring October 11th as Hopkins Migratory Bird
Day.
Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia
Nays: Motion carried.
III.2. Introduction of Soccer Club Initiative; Hanlon
Representatives from Thunder Academy and Minneapolis Soccer presented their
initiatives and ideas for possible future development in the Hopkins area.
III.3. Cannabis Regulations Update and Discussion; Krzos
City Planner Krzos requested feedback on a series of changes to the cannabis ordinance
for clarity and consistency. The City Council also discussed the current limit on cannabis
dispensaries in Hopkins and provided direction to staff to pursue an amendment adjusting
the number permitted. The City Council generally supported raising the license cap but
only allowing for the current applicants to be included in that number and limiting it to five,
changing the waiting period of six months to 12 months, and allowing amendments so
long as it does not restart the clock. There were mixed views on moving to a registration
lottery system. Mayor Hanlon requested that the future ordinance discussion include

public comment. Council Member Goodlund requested that the Police Chief be present
at the ordinance reading.

NEW BUSINESS
VII.1. Approval of Contract for Safe Streets for All Grant Agreement with the Federal
Highway Administration; Gallagher
Planner Gallagher summarized City Council Report 2025-147. The contract is for a
$165,832 SS4A grant that will be used to develop a comprehensive Safety Action Plan
for all modes of transportation in Hopkins.
Motion by Hunke. Second by Garrido.
Motion to approve a contract between the City of Hopkins and U.S. Department
of Transportation Federal Highway Administration for the Safe Streets for All
(SS4A) grant.

VII.2. Review 2026 – 2030 Capital Improvement & Equipment Replacement Plans;
Bishop
Finance Director Bishop requested input and guidance for the 2026 – 2030 Capital
Improvement & Equipment Replacement Plans (focusing on 2026 and 2027). The City
Council requested more information on the 2027 roof replacements.
PUBLIC COMMENT
John Wright, Robbinsdale, provided comment on cannabis regulations.

William Anderson, 102 Wayside Road West, Hopkins, provided comment on watching the
Precarious State documentary.
DiAnn Lawson, 14301 Stewart Lane, Minnetonka, provided comment on cannabis
regulations.
ANNOUNCEMENTS
Mayor Hanlon shared the City Council meeting schedule and Council Members shared
community events.
ADJOURNMENT
There being no further business to come before the City Council, and upon motion by
Hunke, second by Goodlund, the meeting was unanimously adjourned at 8:13 p.m.
