Subject: 2026 Planning & Zoning Commission Work Plan
RECOMMENDED ACTION
MOTION TO approve the 2026 Planning & Zoning Commission Work Plan
OVERVIEW
The work plan is intended to allow for the City Council to better communicate with and
follow the work of the Planning & Zoning Commission.
In 2025, the work plan included community education and engagement; training
opportunities, and review of an annual housekeeping Development Code update (yet to
occur). For 2026 staff initially proposes continuation of the engagement and training
items in the work plan. Additionally, staff propose involvement in efforts to initiate
preparation of the update to the Comprehensive Plan. The Commission may explore
additional activities and/or issues to include in the work plan.
Staff will present the draft work plan to the Council for additional direction and feedback
at a future regular meeting.

PLANNING & ZONING RESOLUTION 2025-11
A RESOLUTION FINDING THAT THE 2026-2030 CAPITAL IMPROVEMENT PLAN
IS CONSISTENT WITH THE COMPREHENSIVE PLAN
WHEREAS, the Planning & Zoning Commission reviewed the Comprehensive Plan
regarding the proposed capital improvements in the 2026-2030 Capital Improvement
Plan at their regular meeting on October 28, 2025; and
WHEREAS, the Planning & Zoning Commission has found that the proposed capital
improvements are consistent with the City's Comprehensive Plan,
NOW THEREFORE BE IT RESOLVED, the Planning & Zoning Commission of the City
of Hopkins hereby find that the 2026-2030 Capital Improvement Plan is consistent with
the Comprehensive Plan and recommending City Council approval based on that
finding.
