REZONING -PINES MOBILE HOME PARK

Proposed Action.
Staff recommends the following motion: Move to approve Resolution 96 -55, approving
Ordinance 96 -785. which will rezone the Pines Mobile Home Park at 2012 Mainstreet from
R-4 to R -2 for first reading.
At the June 25 Zoning and Planning meeting, Mr. Blair moved and Mr. Gullickson seconded a
motion to approve Resolution RZ96 -9, recommending the rezoning of the Pines Mobile Home
Park at 2012 Mainstreet from R -4 to R -2. The motion carried unanimously.
Overview.
The subject site is currently a mobile home park and zoned R-4, Medium High Density
Multiple Family The applicant is proposing to construct approximately 66 townhomes. The
R -4 zoning designation does not allow townhomes. The proposed R -2, Low Density Multiple
Family zoning, permits townhomes. A conditional use permit was approved for the site to
construct the townhomes by the City Council at their June 4 meeting.
The site is zoned industrial and designated in the Comprehensive Plan as medium density
multiple family. The proposed zoning of R -2 is consistent with the Comprehensive Plan
designation.

The existing zoning of the site is R-4, Medium High Density Multiple Family. The
Comprehensive Plan has designated the site as medium density multiple family.
o What types of uses are in the area surrounding the subject site?
The subject site is surrounded by residential on the east and south sides, commercial to the
north.
o What is the staff recommendation?
Staff is recommending that the subject site be rezoned. The Comprehensive Plan has
designated the site for the proposed zoning. Also, the new zoning is consistent with the goals
of the Comprehensive Plan of reducing the number of multi -family units in Hopkins. An R -4
zoning designation could potentially have approximately 181 units on the site.
o What was the discussion at the Zoning and Planning meeting?
Ms. Anderson reviewed the applicant's proposal with the Commission. Ms. Anderson noted
that the rezoning does not close the park, and if the proposed development does not take
place, the park will remain until there is another proposal. No one in the audience spoke
regarding this matter.
Alternatives
1. Approve the rezoning from R-4, Medium High Density Multiple Family, to R -2, Low
Density Multiple Family. By approving the rezoning, the site will be rezoned from R -4 to
R -2.
2. Deny the rezoning from R-4, Medium High Density Multiple Family, to R -2, Low Density
Multiple Family. By denying the rezoning, the site will remain R -4 zoning.
3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING A REZONING AT THE SOUTHEAST CORNER
OF MAINSTREET AND SHADY OAK ROAD
WHEREAS, an application for a rezoning has been made by The Oaks of Mainstreet, Inc; and
WHEREAS, the procedural history of the application is as follows:
1. That an application for a rezoning ZN96 -5 was made by The Oaks of Mainstreet, Inc., on
June 5, 1996.
2. That the Hopkins Planning Commission, pursuant to mailed and published notice, held a
public hearing on the application and reviewed such application on June 25, 1996: all
persons present were given an opportunity to be heard.
3. That the written comments and analysis of the City staff were considered.

That part of the Southeast Quarter of Southeast Quarter of Section 23, Township 117,
Range 22 described as follows:
Commencing at a point in a line parallel to and 660 feet West at right angles from the East
line of said Subdivision which point is 689.3 feet measured along said line Northerly from
the intersection of said line with the Northerly line of the right -of -way of the Chicago
Milwaukee and St Paul Railroad Company; thence West at right angles 291 feet to the
point of beginning of the tract to be described; thence continuing West 382.6 feet more or
less to the West line of said Subdivision; thence North to the Northwest corner of said
Subdivision; thence East along the North line thereof; thence East along the North line
thereof to an intersection with a line drawn from the actual point of beginning parallel with
the East line of said Subdivision; thence South along said parallel line to the point of
beginning.

THE COUNCIL OF THE CITY OF HOPKINS DOES HEREBY ORDAIN AS
FOLLOWS:
That the present zoning classification of R -4, Medium High Density Multiple Family, upon
the following described premises is hereby repealed, and in lieu thereof the said premises is hereby
zoned as R -2, Low Density Multiple Family
